July 6, 2010 (Work Session) Page 47 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, July 6, 2010 at 3:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Robert W. Carruth <br />Grace M. Mynatt <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Mike Downs, Deputy <br />County Manager; Pam Dubois, Deputy County Manager and Kay Honeycutt, Clerk to <br />the Board. <br />Call to Order <br />Chairman White called the meeting to order at 3:33 p.m. <br />A moment of silence was observed in remembrance of Smith William <br />Snuggs, the late son of Leon "Lee" and Billie Jean Snuggs. Lee Snuggs is the <br />County's 911 Address Coordinator. <br />Approval of Consent Agenda <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the following Consent Agenda <br />items to be placed on the July 19, 2010 Agenda: <br />Consent Agenda <br />• Commerce - Atando Road - NCDOT Maintenance Abandonment Request <br />• Commerce - Selection of an Administrator for the 2010 -2011 HOME Program <br />• Sheriff's Office - NC Governors Highway Safety Program Local Government <br />Resolution <br />• Tax Department - 2006 Motor Vehicle Receivable Write -off <br />• Tax Department - Refund and Release Report - June 2010 <br />• Tax Department - Tax Collector's Annual Settlement and Order <br />Authorizing Collection of FY 2010 - 2011 Taxes <br />• Aging - Approval Home and Community Care Block Grant (HCCBG) Funding <br />Plan FY 2011 - $830,373 <br />BOC / Cabarrus Health Alliance (CHA) - Impact of Health Care Reform on CHA, <br />Timeline on CHA Building and CHA Building Design <br />Dr. Phred Pilkington, Public Health Director, recognized Dr. Russell <br />Suda, Cabarrus Health Alliance (CHA) Medical Director and Charles Phillips, <br />CHA Board Chair in attendance. He presented information regarding the impact <br />of health care reform (The Patient Protection and Affordability Care Act) on <br />the Health Alliance, along with the timeline and design of their new <br />building. Dr. Suda presented information on clinical care provided by the <br />CHA, including factors affecting patients seeking obstetrics and pediatric <br />care. During the presentation, he, Dr. Suda and Mr. Phillips responded to a <br />variety of questions from the Board. <br />No action was taken. <br />BOC - Discussion with Midland Officials Regarding Request for Extra <br />Territorial Jurisdiction - Tabled from June <br />Kathy Kitts, Mayor of Midland and Richard Flowe, Planning <br />Administrator, presented information regarding a request for the provision of <br />an Extra Territorial Jurisdiction (ETJ) extending one mile from the current <br />municipal limits of Midland. Mayor Kitts and Mr. Flowe responded to <br />questions from the Board throughout the presentation. <br />No action was taken. <br />Recess of Meeting <br />p.m. <br />The Board took a short break at 5:15 p.m. The meeting resumed at 5:29 <br />Commerce - Proposed Local Historic Overlay District for Downtown Concord <br />Susie Morris, Planning and Zoning Manager, presented information <br />regarding a proposed local historic overlay district for downtown Concord <br />
