October 18, 2010 (Regular Meeting) <br />Pa ge 161 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, October 18, 2010, <br />at 6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Elizabeth F. Poole <br />Commissioners: Robert W. Carruth <br />Coy C. Privette <br />Absent - Commissioner: Grace M. Mynatt <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Kay Honeycutt, Clerk to the Board. <br />Chairman White called the meeting to order at 6:31 p.m. <br />Commissioner Mynatt was out of town on family business. <br />Air Force JROTC from Northwest Cabarrus High School conducted the Flag <br />Ceremony. Students participating in the ceremony were: Cadet 2nd Lieutenant <br />Scott Brophy, Cadet Master Sergeant Chris Finley, Cadet 2 Lieutenant Connor <br />Holcomb and Cadet 2n Lieutenant Anthony Orefice. <br />Associate Pastor Mary Hatley from Cold Springs United Methodist Church <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Carruth, seconded by Vice Chairman Poole <br />and unanimously carried, the Board approved the minutes of September 7, 2010 <br />(Work Session) and September 20, 2010 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the Agenda: <br />Addition - Recognitions and Presentations: <br />(C -1) BOC - Recognition of Dr. Pamela Cain, Superintendent of Kannapolis City <br />Schools <br />Addition - New Business: <br />(G -5) Resolutions Designating Cabarrus County as a Recovery Zone for Recovery <br />Zone Bond Purposes and Requesting Reallocation of Recovery Zone Bond <br />Authority to Cabarrus County / John Day, County Manager <br />Addition - Reports: <br />(I -3) Update - Animal Protection and Preservation Advisory Committee / <br />Commissioner Carruth <br />Addition - Closed Session: <br />(L -1) Closed Session - A Closed Session is Needed to Consult With the County <br />Attorney in Order to Preserve the Attorney- Client Privilege and to <br />Discuss Matters Relating to the Location or Expansion of Industries or <br />Other Businesses in the Area Served by the Public Body as Authorized by <br />NCGS 143- 318.11(a)(3) and (4) <br />Supplemental Information: <br />(G -4) FPC - Food Policy Council Update, Local Food Purchasing Policy and 100 <br />Campaign - PowerPoint Slides and Revised Local Food Purchasing Policy <br />UPON MOTION of Vice Chairman Poole, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) BOC - Recognition of Dr. Pamela Cain, Superintendent of Kannapolis <br />City Schools <br />
