February 16, 2009 (Regular Meeting) Page 1236 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, February 16, 2009, <br />at 6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Grace Mynatt <br />Commissioners: Robert W. Carruth <br />Elizabeth Poole <br />Coy C. Privette <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board and Lyndsay Hayes, Deputy Clerk to <br />the Board. <br />Chairman White called the meeting to order at 6:31 p.m. <br />Boy Scout Troop 128 of Epworth United Methodist Church in Concord <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: <br />Chris Ashworth, Eric Marsee, Craig Baffles and Mehi Carruth, who recently <br />achieved the rank of Eagle Scout. <br />Chairman White recognized Boy Scout Troop 269, attending the meeting to <br />fulfill a requirement needed to earn a merit badge. <br />Reverend Thomas Gibbs from First Baptist Church in Midland delivered <br />the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the minutes of January 5, 2009 <br />(Work Session) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following addition to the Consent agenda: <br />Item: F-11 (Proclamation Proclaiming February 2009 as Black History Month). <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />1 <br />to Cabarrus <br />On behalf of the Board, Chairman Carruth presented a resolution <br />recognizing the Allen Volunteer Fire Department for 50 years of service to <br />the County. <br />Ed Phillips, Chief of the Allen Volunteer Fire Department, accepted the <br />resolution on behalf of the Allen Volunteer Fire Department (AVFD). He <br />announced the AVFD will be holding an open house on March 14, 2009 and <br />invited everyone to attend. <br />Chairman White commended AVFD for their contributions to the community. <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board adopted the following resolution: <br />Resolution No. 2009-09 <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />RESOLUTION <br />RECOGNIZING THE <br />ALLEN VOLUNTEER FIRE DEPARTMENT <br />FOR <br />50 YEARS of SERVICE TO CABARRUS COUNTY <br />WHEREAS, the Allen Volunteer Fire Department was organized on March 4, 1959, <br />to provide fire and emergency services to the citizens of Cabarrus County in <br />the Allen Fire District, and <br />
