April 20, 2009 (Regular Meeting) Page 1311 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, April 20, 2009, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Also present were John D. <br />Attorney; Mike Downs, Deputy <br />Manager; Kay Honeycutt, Clerk to <br />the Board. <br />H. Jay White, Sr. <br />Grace Mynatt <br />Robert W. Carruth <br />Elizabeth Poole <br />Coy C. Privette <br />Day, County Manager; Richard M. Koch, County <br />County Manager; Pam Dubois, Deputy County <br />the Board and Lyndsay Hayes, Deputy Clerk to <br />Chairman White called the meeting to order at 6:32 p.m. <br />Air Force JROTC from Mt. Pleasant High School conducted the Flag <br />Ceremony. Students participating in the ceremony were: Lt. Col. Cadet Adam <br />Bost, Cadet Airman lsr Class John Whitesides, Cadet Airman 1st Class Chris <br />Emerson, and Cadet Master Sgt. Charles Lewis. <br />Pastor Glynn Weatherby from Grace Covenant Church in Kannapolis <br />delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt <br />and unanimously carried, the Board approved the minutes of March 9, 2009 <br />(Special Meeting - Agenda Work Session) and March 16, 2009 (Regular Meeting) <br />as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following changes to the agenda: Consent <br />Agenda Item F-19 (Soil and Water Conservation/Commerce - Stewardship Week <br />Proclamation) was moved to Recognitions and Presentations Item C-2. <br />Commissioner Privette requested the following item be removed from the <br />Consent agenda for discussion: Item F-3 (Commerce - Adequate Public <br />Facilities Mitigation Agreement for Jacob's Landing Townhomes). <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Proclamation Recognizing North Carolina 4-H's 100` Anniversary <br />Deborah Bost, County Extension Director, recognized the North Carolina <br />9-H Program for their 100t" anniversary. She stated 4-H is the premier youth <br />organization in the world with over 3 million members worldwide. She <br />introduced Heather Jones, Cabarrus County 9-H Agent, to recognize local 9-H <br />members. <br />Ms. Jones recognized Seth Bollenbecker, Cabarrus County 4-H County <br />Council President; Ashley Huber, County Council Vice President; and Justin <br />Harris, County Council Secretary. <br />Mr. Bollenbecker presented an overview of his 4-H experience and <br />expressed appreciation for the opportunities he has received by participating <br />in Cabarrus County 9-H. <br />Mr. Harris presented a lapel pin to each Board member. <br />Ms. Bost reported Cabarrus County 4-H is honored to have 25 national 4- <br />H winners. These are youth that have achieved at an extraordinary level and <br />have received many scholarships and trip opportunities as a result. <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Mynatt <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2009-03 <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />
