May 18, 2009 (Regular Meeting) Page 1363 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, May 18, 2009, at 6:30 p.m. Present - Chairman: H. Jay White, Sr. Vice Chairman: Grace Mynatt Commissioners: Robert W. Carruth Elizabeth Poole Coy C. Privette Also present were John D. Day, County Manager; Richard M. Koch, County Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County Manager; Kay Honeycutt, Clerk to the Board and Lyndsay Hayes, Deputy Clerk to the Board. Chairman White called the meeting to order at 6:31 p.m. Air Force JROTC from Northwest Cabarrus High School conducted the Flag Ceremony. Students participating in the ceremony were: Cadet Master Sergeant Blaise Kress, Cadet Captain Kevin Acosta, Cadet Chief Master Sergeant Eric Hedgepeth and Cadet Senior Master Sergeant Missi Fredette. Dr. Barbara Thiede, Student Rabbi, from Temple Or Olam in Concord delivered the invocation. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth and unanimously carried, the Board approved the minutes of April 6, 2009 (Work Session), April 19, 2009 (Recessed Meeting), April 15, 2009 (Recessed Meeting), April 20, 2009 (Regular Meeting) and April 23, 2009 (Recessed Meeting) as written. (B) APPROVAL OF THE AGENDA Chairman White reviewed the following changes to the agenda: Addition: Consent Agenda Item F-11 (Commerce - Proclamation Proclaiming June as National Homeownership Month) Supplemental Information: Reports Item I-2 (Cabarrus County Tourism Authority - 3`a Quarter 2008/2009 Update - Balance Sheet, Bullet Points, 3rtl Quarter Financials, and 3`a Quarter Marketing Activities) UPON MOTION of Vice Chairman Mynatt, seconded by Commissioner Poole and unanimously carried, the Board approved the Agenda as amended. (C) RECOGNITIONS AND PRESENTATIONS in Resources - Recognition of Sharon K. Fisher on Her Sheriff Brad Riley recognized Sharon Fisher, Administrative Assistant for the Animal Control Division of the Sheriff's Department, on her retirement from Cabarrus County after 25 years of service to the County. He highlighted several of Ms. Fisher's accomplishments during her career. Sheriff Riley presented a plaque to Ms. Fisher in appreciation for her service to Cabarrus County and its citizens. (C-2) Communications and Outreach - Channel 22 Awards David Baxter, Channel 22 General Manager, announced Cabarrus County's own Channel 22 won two first place awards in the North Carolina City and County Communications (NC3C) annual competition in the following categories: the One-Time Special Programming category for "Farm to Fork, A Local Food Initiative" and in the Promotional Video category for the 2008 Cabarrus County Fair Commercial. Jack Laster, Aimee Hawkins, and David Baxter worked on the award-winning videos. (D) INFORMAL PUBLIC COMMENTS Chairman White opened the meeting for Informal Public Comments at 6:93 p.m. He stated each speaker would be limited to three minutes.
