January 22, 2008 (Regular Meeting) Page 678 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Tuesday, January 22, 2006, <br />at 6:30 p.m. <br />Present - Chairman: H. Jay White, Sr. <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace Mynatt <br />Coy C. Privette <br />Absent - Commissioner: Robert W. Carruth <br />Also present were John D. Day, County Manager; Richard M. Koch, County <br />Attorney; Mike Downs, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; Kay Honeycutt, Clerk to the Board; and Lori Hinson, Deputy Clerk to <br />the Board. <br />Chairman White called the meeting to order at 6:33 p.m. Commissioner <br />Carruth was out of town on business. <br />Girl Scout Troop 2815 of All Saints Episcopal Church in Concord <br />conducted the Flag Ceremony. Scouts participating in the ceremony were: <br />Hannah Love, Chelsea Fried, Amanda Surles and Kelly Hynek. <br />Pastor Kevin Whidden of Concord First Assembly gave the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the minutes of October 1, 2007 <br />(Work Session), October 15, 2007 (Regular Meeting), October 24, 2007 (Special <br />Joint Meeting), November 5, 2007 (Work Session) and November 19, 2007 <br />(Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman White reviewed the following additions to the Agenda: <br />Old Business: Item E-1 (Information Regarding Curbside Recycling for <br />Allied Waste Subscribers.) <br />Closed Session: Item L-1 (Closed Session to Consult with the Attorney <br />to Preserve the Attorney-Client Privilege and to Discuss Threatened or <br />Pending Litigation (Pillowtex) as Authorized by NCGS 143-318.11(a)(3). <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Juba <br />and unanimously carried, the Board approved the Agenda with the <br />aforementioned additions. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Finance Department - Distinguished Budget Presentation Award <br />Pam Dubois, Deputy County Manager, reported that Cabarrus County has <br />received the Distinguished Budget Presentation Award for FY 2007-2008 from <br />the Government Finance Officers Association of the United States and Canada <br />for the eleventh consecutive year. She recognized Loretta Lee, Budget and <br />Performance Manager and Becky Crabtree, Budget Analyst, as the primary staff <br />members responsible for the budget document. <br />Commissioner Mynatt, on behalf of the Board, presented the <br />Distinguished Budget Presentation Award to Ms. Lee and Ms. Crabtree and <br />expressed appreciation for their work. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman White opened the meeting for Informal Public Comments at 6:91 <br />p.m. He stated each speaker would be limited to three minutes. <br />Sonja Gray, resident of 5130 Navion Place in Concord, stated the <br />recycling fee is not fair and that it should have been up to the citizens to <br />decide on this issue. <br />Larry Marlow, resident of 669 Odell School Road in Concord, stated <br />senior citizens are on a fixed income and it is unfair to make them pay for <br />recycling. He expressed concern about the amount of water needed for new <br />
