March 29, 2007 (Recessed Meeting) <br />The Board of Commissioners for the County of Cabarrus met <br />session with the Midland Town Council in the cafeteria of <br />Elementary School in Midland, North Carolina on Thursday, March <br />7:00 p.m. <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Grace M. Mynatt <br />Coy C. Privette <br />H. Jay White, Sr. <br />Page 319 <br />in recessed <br />the Bethel <br />29, 2007, at <br />Also present were Mayor John Crump, Mayor Pro-Tem Darrell Page, <br />Councilmembers Allen Burnette, Chip Furr and Kathy Kitts, "Save the old <br />Bethel School" Committee Chair, Sarah Morrison and Nancy E. Boyden, Town <br />Clerk. <br />Also present were John D. Day, County Manager; Mike Downs, Deputy <br />County Manager; Pam Dubois, Deputy County Manager; Kelly Sifford, Community <br />Development Manager; Kay Honeycutt, Clerk to the Board and Lori Hinson, <br />Deputy Clerk to the Board. <br />Call to Order <br />Chairman Carruth and Mayor Crump called the meeting to order at 7:10 <br />p.m. <br />Commissioner Privette gave the invocation and the Pledge of Allegiance <br />was recited. <br />Vice Chairman Juba arrived at 7:12 p.m. and was present for the <br />remainder of the meeting. <br />n; e.,.,a a;nn nF Prnnnnwrl uses for the old Bethel School Building and Schematic <br />Kathy Kitts, Midland Councilmember, introduced Sarah Morrison, Chair of <br />the "Save the old Bethel School" committee. Ms. Morrison presented the <br />background information on. the project and briefly reviewed the preliminary <br />floor plan prepared by YCH Architects. <br />Mike Tallent, Midland resident, commented on the need for services in <br />southern Cabarrus County; the fact that it takes approximately 30 minutes to <br />drive from Midland to Kannapolis or Concord to reach county services; and the <br />versatility of the multipurpose rooms in the proposed plan. <br />Ms. Kitts commented on all the hard work that went into developing the <br />plan; the versatility of the plan and said that the office space was <br />allocated based on agency needs. <br />Board members expressed their appreciation to the Committee for their <br />hard work. <br />Public Comments <br />Judy Page, Midland citizen, commented on the need for office space for <br />the local hospital to conduct monthly educational classes in Midland and <br />encouraged elected officials to "think globally and act locally". She also <br />expressed appreciation to the committee members for their work on the <br />project. <br />Robert Webb, Midland citizen, commented on the need for a senior center <br />in Midland and stated his support for the project. He also expressed <br />appreciation to everyone involved in the project. <br />Three unidentified citizens addressed the Boards. One said she <br />supports the project and that it is wise to determine the amount of damage <br />and cost of repairs. The second citizen asked why there are no plans to <br />bring services to southern Cabarrus County within the next five years. The <br />third citizen suggested the committee ask developers for donations. <br />General Discussion <br />There was a general discussion on the following issues: (1) the number <br />of people residing south of Highway 99 that could use the facility; (2) <br />repairing the roof of Building A to prevent further water damage while <br />securing grant funding; (3) the property's value; (9) estimated renovations <br />
