June 18, 2007 (Regular Meeting) Page 401 <br /> The Board o£ Commissioners for the County of Cabarrus met in regular <br /> session in the Commissioners' Meeting Room at the Cabarrus County <br /> Governmental Center in Concord, North Carolina on Monday, Ju ne 18, 2007, at <br /> 6:30 p.m. <br /> Present - Chairman: Robert W. Carruth <br /> Vice Chairman: Joni D. Juba <br /> Commissioners: Coy C. Privette <br /> H. Jay White, Sr. <br />' Absent <br />Also pr - Commissioner: <br />esent were John D. Grace Mynatt <br />Day, County Manager; <br />Richard <br />M. Koch, County <br /> Attorney; Mi ke Downs, Deputy County Manager; Pam Dubois, Deputy County <br /> Manager; Kay Honeycutt, Clerk to the Board and Lori Hinson, Deputy Clerk to <br /> the Board. <br />Chairman Carruth called the meeting to order at 6:32 p.m. <br />Girl Scout Troop 3191 of Rocky River Presbyterian Church conducted the <br />Flag Ceremony. Scouts participating in the ceremony were: Taylor Wallace, <br />McKenzie Rolle, Lizzie Coard, and Aleah Hayes. <br />Chaplain Bernie Loos of the Cabarrus County Sheriff's Department gave <br />the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Privette, seconded by Vice Chairman Juba <br />and unanimously carried, the Board approved the minutes of February 19, 2007 <br />(Regular Meeting) and February 20, 2007 (Recessed Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />UPON MOTION of Vice Chairman Juba, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda with the following <br />' additions: Consent Items F-20 (Finance Department - Budget Amendment <br />Homeland Security Buffer Zone Protection Plan Grant $96,905) and F-21 <br />(Community Development Approval of Contract #0850WA with NC Department of <br />Health and Human Services for the Weatherization Assistance Program and the <br />Heating and Air Repair Replacement Program-HARRP). Further, Chairman Carruth <br />moved New Business Item G-15 (Resolution to Create a Policy for the <br />Advancement of School Adequacy (#2005-05) Update) to the first item under New <br />Business. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(None.) <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman Carruth opened the meeting for Informal Public Comments at <br />6:39 p.m. He stated each speaker would be limited to 3 minutes. <br />Tad Dunn, with the Real Estate & Building Industry Coalition, spoke in <br />opposition to an increase of the voluntary mitigation payment; identified <br />several disadvantages of the fee; commented on the Pennies for Progress <br />program and stated his availability to discuss the program with the Board in <br />the future. Mr. Dunn also responded to several comments from Commissioner <br />Privette about the proposed program. <br />Aubrey Haigler, resident of 10329 Flowes Store Road in Midland, <br />' representing the Cabarrus County Building Industry Association as their 2007 <br />President, reported the Adequate Public Facilities Ordinance and the <br />voluntary mitigation fee, selectively taxes individuals that can least afford <br />it - those in workforce housing. He pointed out the TischlerBise Study does <br />not account for 33 percent of the new homes that are purchased by existing <br />residents, new births in existing homes and new residents in rental homes. <br />In closing, he said it is not an equitable tax and would be an economical <br />hindrance to most home buyers. He also responded to comments from <br />Commissioner Privette on the Pennies for Progress program, etc. <br />With there being no one else to address the Board, Chairman Carruth <br />closed that portion of the meeting at 6:50 p.m. <br />(E) OLD BUSINESS <br />
