<br />January 9, 2006 - Agenda Work Session <br /> <br />Page <br /> <br />458 <br /> <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />work session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, January 9, 2006, at 3:30 p.m. <br /> <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Carolyn B. Carpenter <br />Robert M. Freeman <br />Coy C. Privette <br /> <br />Also present were John D. Day, County Manager; Frankie F. Bonds, Clerk <br />to the Board; and Kay Honeycutt, Deputy Clerk to the Board. <br /> <br />Chairman Carruth called the meeting to order at 3:30 p.m. <br /> <br />Commissioner Freeman gave the invocation. <br /> <br />Closed Session to Consult with the Attorney <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board moved to go into Closed Session to consult <br />with the Attorney to preserve the attorney-client privilege and to discuss <br />pending or threatened litigation as authorized by N. C. General Statute 143- <br />318.11 (a) (3) . <br /> <br />UPON MOTION of Commissioner Carpenter, seconded by Commissioner Freeman <br />and unanimously carried, the Board moved to corne out of Closed Session. <br /> <br />Cabarrus County Services Survey <br /> <br />Aimee Hawkins, Public Information Officer, along with MarketWise <br />consultants Jean-Anne H. Schmidt, M.S., and Nancy McCown Burnap, Ph.D., <br />presented a benchmarking survey designed to help determine awareness of and <br />satisfaction with county services and how to allocate resources to meet the <br />needs and desires of residents. Questions concerning communication and how <br />citizens would like to receive county information were also included in the <br />survey. Ms. Hawkins stated plans for MarketWise to conduct the 20-minute <br />telephone survey within the next few weeks at a cost of approximately <br />$18,000.00. The survey will include 400 respondents. <br /> <br />All survey questions, including those proposed to be cut, were reviewed <br />by Ms. Schmidt and Ms. Burnap. Several Board Members expressed concern that <br />a 20-minute telephone survey would be too long. <br /> <br />After discussion, the Board agreed by consensus to proceed with the <br />survey with the minor changes as discussed. <br /> <br />Dr. Martin Luther King, Jr., Day - proclamation <br /> <br />Commissioner Freeman reported that Reverend Roland Jordan had requested <br />the Board adopt a proclamation for Dr. Martin Luther King, Jr., Day. <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board adopted the following Proclamation: <br /> <br />PROCLAMATION <br /> <br />WHEREAS, Dr. <br />Atlanta, Georgia, <br />racism in America; <br /> <br />Martin Luther King, Jr., was born on January 15, 1929 in <br />and devoted his life to fighting poverty, injustice and <br />and <br /> <br />WHEREAS, Dr. King, through his practice of non-violent protest, <br />promoted the importance of love, peace and freedom for humankind and <br />challenged America to honor its promise of liberty and justice for all <br />citizens; and <br /> <br />WHEREAS, during his lifetime, Dr. King sought to forge the common <br />ground on which individuals of all ages, races and backgrounds could join <br />together to address important community issues and provide service to their <br />community; and <br /> <br />WHEREAS, the third Monday in January of each year has been designated <br />as a national holiday to observe the anniversary of Dr. King's birth. <br /> <br />NOW THEREFORE, the Cabarrus <br />proclaims Monday, January 16, 2006, <br /> <br />County <br />as Dr. <br /> <br />Board of Commissioners <br />Martin Luther King, Jr., <br /> <br />hereby <br />Day in <br />
