<br />March 20, 2006 - Regular Meeting <br /> <br />Page <br /> <br />529 <br /> <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, March 20, 2006, at <br />6:30 p.m. <br /> <br />Present - Chairman: Robert W. Carruth <br />Vice Chairman: Joni D. Juba <br />Commissioners: Carolyn B. Carpenter <br />Robert M. Freeman <br />Coy C. Privette <br /> <br />Also present were John <br />County Attorney, Frankie F. <br />Deputy Clerk to the Board. <br /> <br />D. Day, County Manager; Richard M. Koch, Acting <br />Bonds; Clerk to the Board; and Kay Honeycutt, <br /> <br />Chairman Carruth called the meeting to order at 6:30 p.m. <br /> <br />Boy Scout Troop 94 of Mt. Pleasant United Methodist Church conducted <br />the Flag Ceremony. Scouts participating in the ceremony were: Jason Eudy, <br />Nick Harrison, Casey Audridge, and Tre Shepley. <br /> <br />Pastor Roland A. Jordan of All Peoples Church of God and Jesus Christ <br />Church gave the invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner <br />Carpenter and unanimously carried, the Board approved the minutes of December <br />19, 2005 (Regular Meeting), January 9, 2006 (Agenda Work Session), January <br />21, 2006 (Special Meeting), and January 23, 2006 (Regular Meeting) as <br />written. <br /> <br />(B) APPROVAL OF AGBNDA <br /> <br />The following list of changes to the Agenda had been provided to the <br />Board: <br /> <br />ADDITIONS TO THE AGENDA: <br />CONSENT Sale of Utility Easement at Pitts School Road <br />Elementary to CTC / Budget Amendment; NEW BUSINESS - Industrial <br />Development Incentive Grant JHE production Group, Inc. <br />Scheduling a Public Hearing on April 17, 2006; and CLOSED SESSION <br />to Consult with the Attorney to Preserve the Attorney-Client <br />Privilege and discuss the Systel Litigation. <br /> <br />SUPPLEMENTAL INFORMATION: <br />NEW BUSINESS Item G-S (Cabarrus County and Kannapolis City <br />Schools - Public School Additional Capital and Operating Expense) <br />Kannapolis City Schools Funding Information; BOARDS AND <br />COMMITTEES Item H-4 (Adult Care Home Community Advisory <br />Committee) Additional Application for Appointment (Margie <br />Norris) . <br /> <br />Chairman Carruth asked to add <br />discuss a personnel matter and the <br />her appointment to a committee <br />Legislators. <br /> <br />the following items: Closed Session to <br />recognition of Commissioner Carpenter on <br />of the National Foundation of Women <br /> <br />Commissioner <br />Business: Update <br />Resolution. <br /> <br />Privette <br />on the <br /> <br />requested <br />Jail and <br /> <br />to add <br />Update <br /> <br />the <br />on <br /> <br />following items as Old <br />an Illegal Immigration <br /> <br />Commissioner Carpenter requested to add the following item <br />Recognitions and Presentations: Proclamation by Governor Easley - <br />Sweep Spring 2006. <br /> <br />under <br />Litter <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the Agenda with the requested <br />changes. <br /> <br />(C) RBCOGNITIONS AND PRBSENTATIONS <br /> <br />(C-1) proclamation Honoring <br />Youth Volunteers for 2006 <br />Program <br /> <br />Alyssa Holden as One of North Carolina's Top Two <br />by The Prudential Spirit of Community Awards <br />
