<br />April 18, 2005 (Regular Meeting) <br /> <br />Page 13 6 <br /> <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, April 18, 2005, at <br />6:30 p.m. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br />vice Chairman: Robert W. Carruth <br />Commissioners: Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Also present were John D. Day, <br />Jr., County AttorneYi Frankie F. <br />Honeycutt, Deputy Clerk to the Board. <br /> <br />County Manager; <br />Bonds, Clerk to <br /> <br />Fletcher L. <br />the Boardj <br /> <br />Hartsell , <br />and Kay <br /> <br />Chairman Carpenter called the meeting to order at 6:30 p.m. <br /> <br />Junior Girl Scout Troop 3560 of Kerr United Methodist Church conducted <br />the Flag Ceremony. Scouts participating in the ceremony were: TeYondra <br />Best, Hannah Menius, Taylor Pence, Savannah Pressley, Missy Riley and Taylor <br />Warren. <br /> <br />Chaplain Tony A. Biles, Director of Pastoral Care at Northeast Medical <br />Center, gave the invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of February 21, 2005 <br />(Regular Meeting), March 14, 2005 (Work Session) and March 21, 2005 (Recessed <br />Work Session) as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br />UPON MOTION of Commissioner Juha, seconded by Commissioner Freeman and <br />unanimously carried, the Board approved the Agenda with the following <br />changes: Old Business - Add Item E-5 (Jail Project Update); Consent Agenda - <br />Add Back-Up Material for Item F-12 (Resolution Approving the Incurrence by <br />Enochville Fire and Rescue Dept. Inc., of up to $360,000.00 Indebtedness to <br />Finance the Acquisition of a Fire Truck); and Closed Session - Add a Closed <br />Session to consult with the attorney to preserve the attorney-client <br />privilege and to discuss pending litigation as authorized by N. C. General <br />Statute (NCGS) 143 -318 .11 (a) (3) and delete the Closed Session to consider a <br />personnel matter(s) . <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-l) <br /> <br />Recognition of Jean Kennedy, ITS Director, on Her Retirement <br /> <br />Pam Dubois, Deputy County Manager, recognized Jean Kennedy on her <br />retirement. She highlighted many of Mrs. Kennedy's accomplishments throughout <br />her 20 years of dedicated service with Cabarrus County. Mrs. Kennedy began <br />employment with the County as an Applications Programmer in December 1984 and <br />is retiring on April 29 as Director of Information Technology Services. <br /> <br />On behalf of the Board, vice Chairman Carruth presented a plaque to <br />Jean Kennedy in appreciation for her service to Cabarrus. County. <br /> <br />Mrs. Kennedy accepted the plaque and thanked the Board for the many <br />opportunities during her employment. <br /> <br />Board members expressed their appreciation for a job well done and <br />extended best wishes to Mrs. Kennedy. <br /> <br />(C-2) <br /> <br />Proclamation - Cabarrus County Emergency Medical Services Week <br /> <br />On behalf of the Board, Vice Chairman <br />Proclamation declaring May 15 21, 2005 <br />Medical Services Week" to David Hampton, <br />Services (EMS). <br /> <br />Carruth presented the following <br />as "Cabarrus County Emergency <br />Director of Emergency Medical <br /> <br />PRO C LAM A T ION <br /> <br />WHEREAS, <br /> <br />emergency medical services is a vital public service; and <br />
