<br />July 14, 2005 - Regular Meeting <br /> <br />Page <br /> <br />260 <br /> <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Thursday, July 14, 2005, at <br />6:30 p.m. The Board adopted a resolution on May 23, 2005, changing the <br />regular meeting from July 18 to July 141 and proper notice was given. <br /> <br />Present - Vice Chairman: <br />Commissioners: <br /> <br />Robert W. Carruth <br />Robert M. Freeman <br />Joni D. Juba <br />Coy C. Privette <br /> <br />Absent - Chairman: Carolyn B. Carpenter <br /> <br />Also present were John D. Day, County Manager; Todd Phillips, Attorney <br />with Hartsell & Williams, P.A.; Frankie F. Bonds, Clerk to the Board; and Kay <br />Honeycutt, Deputy Clerk to the Board. <br /> <br />Vice Chairman Carruth called the meeting to order at 6:30 p.m. He <br />announced that Chairman Carpenter was absent due to the recent death of her <br />father-in-law and the serious illness of her mother-in-law. Also, he stated <br />Senator Fletcher L. Hartsell, Jr., County Attorney, was attending a meeting <br />in Raleigh. <br /> <br />Cadette Girl Scout <br />Church conducted the Flag <br />were: Hailey Sidden, Kelby <br /> <br />Troop 226 <br />Ceremony. <br />Hurlocker, <br /> <br />of the Cold Springs United Methodist <br />Scouts participating in the ceremony <br />and Hillary Fearrington. <br /> <br />vice Chairman Carruth gave the invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br />UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the minutes of May 23, 2005 <br />(Special Meeting) as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br />UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the Agenda with the following <br />additions: Old Business - Item E-2: Update on Concord Motorsports Park; <br />Consent Agenda Item F-19: Approval of Budget Amendment Transferring <br />$300,000.00 from the Forest Park Elementary Addition Project to the A. L. <br />Brown High School Auxiliary Gym Project; New Business - Item G-10: Change <br />the August Work Session from August 1 to August 8 and Set the Date and Time <br />for the September Work Session; Item G-11: Schedule a Goal Setting Retreat <br />in August; and a Special Recognition. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-l) Proclamation - Child Support Awareness Month in Cabarrus County <br /> <br />Commissioner Juba presented the following proclamation in recognition <br />of "Child Support Awareness Month" in Cabarrus County. <br /> <br />CHILD SUPPORT AWARENESS MONTH IN CABARRUS COUNTY <br />A PROCLAMATION <br /> <br />WHEREAS, the welfare of our <br />responsibility we have as parents. <br />support from both parents; and <br /> <br />children is the most important <br />A child should be able to depend on <br /> <br />WHEREAS, children who do not receive adequate financial and emotional <br />support from both parents may experience greater difficulty in becoming <br />healthy, happy, and productive citizens of this County. In such cases, the <br />taxpayers of this County support the children whose parents fail to meet this <br />responsibility; and <br /> <br />WHEREAS, many concerned and dedicated judges, district attorneys, clerk <br />of court, sheriff's personnel, and child support professionals work to <br />provide this service to Cabarrus County's children.. . our future; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the Cabarrus County Board of <br />Commissioners does hereby proclaim the month of August as <br />
