April 20, 2004 Page 429 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Tuesday, April 20, 2004, at <br />6:00 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were John D. Day, County Manager; Marilyn Porter, County <br />Attorney; and Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Freeman called the meeting to order at 6:10 p.m. Vice <br />Chairman Suggs was attending a meeting of the Board of Directors for the <br />Cabarrus Economic Development, Inc., and was not present for the beginning of <br />the meeting. <br /> <br />Commissioner Carruth gave the invocation. <br /> <br />Addition to Agenda <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette <br />with Commissioners Carruth, Privette and Carpenter and Chairman Freeman <br />voting for, the Board voted to add to the Agenda a budget amendment that <br />would increase the capital budget for Bethel Elementary School. <br /> <br />Budget Amendment - Bethel Elementar~ School <br /> <br /> Mr. Day requested an increase of $34,500.00 in the capital budget for <br />Bethel Elementary School for unexpected engineering expenses and a generator <br />for a new sewer pump station. He stated the project had been re-engineered <br />to provide for additional commercial and residential users, including the <br />current Bethel School that may become a new community center. <br /> <br /> There was discussion regarding the status of the existing Bethel <br />Elementary School and its potential use as a community center. Mr. Day <br />pointed out that the facility is still owned by Cabarrus County Schools and <br />that the County would have the right of first refusal when the property is <br />sold. Commissioner Carpenter requested information identifying School <br />property that is deeded to the County and the property that is deeded to the <br />Board of Education. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Carruth <br />with Commissioners Carpenter, Carruth and Privette and Chairman Freeman <br />voting for, the Board adopted the following budget amendments. <br /> <br />BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF FINANCE <br />AMOUNT: $34,500.00 <br />TYPE OF ADJUSTMENT: Supplemental Request <br />PURPOSE OF REQUEST: To increase the capital budget for Bethel Elementary <br />School for unexpected expenditures for engineering and a generator for a new <br />sewer pump station. Engineering expenditures will be paid to W. K. Dickson <br />for the Bethel School Sewer project.
