January 27, 2003 Page 12 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, January 27, 2003, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John D. Day, Interim County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the <br />Board. <br /> <br />Chairman Freeman called the meeting to order at 6:30 p.m. <br /> <br /> Girl Scout Junior Troop 723 of Forest Hill United Methodist Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony were <br />Heather Burney, Jessica McAdams and Theresa Paradice. <br /> <br /> Reverend J. Ed Hall of Northwest Baptist Church delivered the <br />invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Vice Chairman Suggs, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of December 16, 2002, <br />January 6, 2003 and January 7, 2003 as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br /> Mr. Day asked that a "Summary of Short and Long-Term Goals as <br />Identified by the Board at January Work Session" be added as Item D-3 under <br />Old Business. <br /> <br /> Commissioner Carpenter asked for the removal of the following items <br />from the Consent Agenda for discussion: (E-14) Resolution Granting Authority <br />to Sell Excess Fill Dirt at Arena and Events Center Property; (E-16) <br />Authorize Relocation of Modular Home on Pitts School Road Elementary Property <br />to Robinson High School and Upfit for Use as a Field House; (E-18) Amended <br />Ordinance Regulating the Use of Cabarrus County Parks and Recreation <br />Facilities; (E-19) Amended Parks Ordinance Violations and Fines; (E-20) <br />Additions to the Job Classification Schedule for Part-Time Event Staff at the <br />Arena and Events Center. She also requested that consideration of the County <br />Building regulations be added as Item F-13 under new Business. <br /> <br /> Commissioner Privette requested the removal of Item E-22 (Proclamation <br />- Warren C. Coleman Day) from the Consent Agenda for discussion. <br /> <br /> Commissioner Carruth asked for the removal of Item E-13 (Approval nunc <br />pro tunc of Waiver of Yard Waste Disposal Fees at Landfill through January <br />31, 2003) from the Consent Agenda for discussion. He also requested <br />discussion of the proposed process for hiring a County Manager as part of <br />Item F-II (Draft of Advertisement for County Manager Recruitment). <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the Agenda with the changes as <br />listed by Mr. Day and Commissioners Carpenter, Privette and Carruth. <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-1) Recognition of Cathie Straub and Becky Crabtree for Receiving the <br />Distinguished Budget Presentation Award <br /> <br /> Mr. Blair D. Bennett, Deputy County Manager for Administration, <br />recognized Ms. Cathie Straub (Budget Officer) and Ms. Becky Crabtree (Budget <br />Analyst) for receiving the Distinguished Budget Presentation Award from the <br />Government Finance officers Association of the United States and Canada. <br />This was the fifth consecutive year that the County has received the award. <br /> <br />Board members commended Ms. Straub and Ms. Crabtree on the award. <br /> <br />(C-2) Recognition of Blair Bennett on His Retirement as Deputy County Manager <br /> <br /> <br />
