June 30, 2003 Page 176 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Monday, June 30, 2003, at 6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John D. Day, Interim County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the <br />Board. <br /> <br />Chairman Freeman called the meeting to order at 6:35 p.m. <br /> <br />Commissioner Privette gave the invocation. <br /> <br />(A) Approval of the Agenda <br /> <br /> UPON MOTION of Vice Chairman Suggs, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the agenda as submitted. <br /> <br />(B) OLD BUSINESS <br /> <br />(B-l) Proposals t° Provide Master Plan Development and Land Marketing <br />Services for CougtyTowned Property <br /> <br /> Mr. Day presented a brief overview of the proposals from Carpenter <br />Commercial, Inc., and Cornerstone (An Integrated Real Estate Company) to <br />provide master plan development and land marketing services for the former <br />county fairgrounds property and the county school administration complex on <br />Highway 29. He stated the two proposals are for very similar services with <br />the commission fee for Cornerstone and Carpenter Commercial at 3.9 percent <br />and 5 percent, respectively. <br /> <br /> Commissioner Privette made a motion, seconded by Vice Chairman Suggs, <br />to authorize the County Manager to enter into an agreement with Cornerstone, <br />subject to review by the County Attorney, on behalf of the County for master <br />plan development and land marketing services for the former county <br />fairgrounds property and the county school administration complex on Highway <br />29. <br /> <br /> Mr. Jerry Newton and Mr. Harry Nelson, Principals with Cornerstone, <br />responded to questions regarding their company and the requested five-year <br />listing. Mr. Newton indicated the company would offer a shorter term for the <br />listing period. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board amended Commissioner Privette's <br />motion to set the term of the agreement with Cornerstone at 18 months with <br />possible renewal. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs <br />and unanimously carried, authorized the County Manager to enter into an <br />agreement with Cornerstone, subject to review by the County Attorney, on <br />behalf of the County for master plan development and land marketing services <br />for the former county fairgrounds property and the county school <br />administration complex on Highway 29 for a term of 18 months with possible <br />renewal. As outlined in the proposal, the commission fee is 3.9 percent (co- <br />brokered fee of 7.8 percent) and the fees for the master plan development are <br />$9,500.00 for the former fairgrounds and $7,600.00 for the school <br />administration site (to be deducted from the commission payment upon sale of <br />the property). <br /> <br />(B-2) Cabarrus County Arena and Events Center - Midway Revisions <br /> <br /> The following bids were received on June 26, 2003 for the Midway and <br />Recreational Vehicle (RV) Area general construction at the Arena and Events <br />Center. Due to an insufficient number of bids received on June 16, the <br />Invitation to Bid was readvertised in THE INDEPENDENT TRIBUNE on June 18, <br />2003. <br /> <br /> <br />
