July 28, 2003 Page 212 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Monday, July 28, 2003, at 6:00 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Carolyn B. Carpenter <br /> Robert W. Carruth <br /> Coy C. Privette <br /> <br /> Also present were Mr. John D. Day, <br />Hartsell, Jr., County Attorney; and Mrs. <br />Board. <br /> <br />County Manager; Mr. Fletcher L. <br />Frankie F. Bonds, Clerk to the <br /> <br />Chairman Freeman called the meeting to order at 6:05 p.m. <br /> <br />Vice Chairman Suggs gave the invocation. <br /> <br />Approval of the Agenda <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Vice Chairman Suggs <br />and unanimously carried, the Board approved the agenda as submitted. <br /> <br />(A) Recommendation from the Justice Center Steering Committee for Selection <br />of Architect for the Jail/Justice Center Project; Adoption of Capital Project <br />Ordinance and Related Budget Amendments <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, reported the Justice <br />Center Steering Committee met July 24 to review the final two consulting <br />firms (Moseley, Wilkins & Wood and Ware-Bonsall Architects) and to make a <br />recommendation. Stating that both firms had excellent credentials and <br />proposals, Mr. Marshall said the committee had agreed to recommend the <br />selection of Ware-Bonsall Architects as the architect for the project. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carruth <br />and unanimously carried, the Board approved the selection of Ware-Bonsall <br />Architects for the jail/justice center project and adopted the following <br />Project Ordinance and budget amendments. Further, the Board authorized the <br />County Manager to negotiate a contract with Ware-Bonsall Architects. <br /> <br /> ' Ordinance No. 2003-11 <br /> CAPITAL PROJECT ORDINAlqCE <br /> <br /> BE IT ORDAINED, by the Board of County Commissioners of the <br />County of Cabarrus, North Carolina, that, pursuant to Section <br />13.2 of Chapter 159 of the General Statutes of North Carolina, <br />the following capital project ordinance is hereby adopted: <br /> <br /> Section 1. The project authorized the architectural design <br />of a new Cabarrus County Justice Center. Architect expenses will <br />be funded from the Capital Reserve Fund. <br /> <br /> Section 2. The officers of this unit are hereby directed <br />to proceed with this capital project within the budget contained <br />herein. <br /> <br /> Section 3. The following budgeted amounts are appropriated <br />for the projects: <br /> <br />Architect $ 500,000 <br /> <br /> Section 4. The following revenues are anticipated to be <br />available to complete this project: <br /> <br />Transfer from the Capital Reserve Fund <br /> <br />$ 500,000 <br /> <br /> Section 5. The Finance officer is <br />maintain within the Capital Project Fund <br />accounting records. <br /> <br />hereby directed to <br />sufficient detailed <br /> <br /> Section 6. Funds may be advanced from the General Fund for <br />the purpose of making payments as due. <br /> <br /> Section 7. The Finance Officer is directed to report, on a <br />monthly basis, on the financial status of each project element in <br />Section 3 and on the total revenues received or claimed. <br /> <br /> <br />
