August 18, 2003 Page 223 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, August 18, 2003, at 6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Richard D. Suggs <br /> Commissioners: Robert W. Carruth <br /> Coy C. Privette <br />Absent Commissioner: Carolyn B. Carpenter <br /> <br /> Also present were Mr. John D. Day, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:35 p.m. <br /> <br /> Explorer Post 510, N. C. 51"t Air Force JROTC of Central Cabarrus High <br />School, conducted the Flag Ceremony. Cadets participating in the ceremony were <br />Cadet First Lieutenant Ross Provost, Cadet Lieutenant Colonel Eric Stepanek, <br />Cadet Second Lieutenant Kevin Greene and Cadet Major Kenneth Starcher. <br /> <br /> Pastor Dan Smith of the New Gilead Reformed United Church of Christ offered <br />the invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette and <br />unanimously carried, the Board approved the minutes of June 30, July 7, July 21 <br />and July 28, 2003 as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Chairman Freeman, seconded by Commissioner Privette and <br />unanimously carried, the Board approved the Agenda as submitted with the addition <br />of Item F-3 '(Cabarrus County Arena and Events Center - Satellite Parking). <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-1) Recognition of Captain Gerald W. Krlmmin~er on his Retirement from the <br />Cabarrus County Sheriff's Department <br /> <br /> Chief Deputy Tony McGuire recognized Captain Gerald W. Krimminger on his <br />retirement from the Cabarrus County Sheriff's Department. Captain Krimminger <br />began work on September 15, 1974 and will retire August 29, 2003. <br /> <br /> On behalf of the Board, Vice Chairman Suggs presented a plaque to Captain <br />Krimminger in appreciation for his service to Cabarrus County and its citizens. <br /> <br />(C-2) Recognition of Rileen Sousley (Recycling Coordinator) and Debbie Hinkle <br />(Analyst Programmer) as Recipients of a 2003 Ketner Award <br /> <br /> Ms. Jean Kennedy, Information Technology Services (ITS) Director, <br />recognized Eileen Sousley and Debbie Hinkle on being named as recipients of a <br />2003 Ralph Ketner Employee Productivity Award for the ~Online Office Supply Swap <br />Shop" program. The Swap Shop runs on the county Intranet and enables employees <br />to post surplus supplies and to request supplies of other departments. Ms. <br />Sousley and Ms. Hinkle each received $500.00 at the North Carolina Association <br />of County Commissioners Conference in Greensboro on August 15, 2003. <br /> <br /> On behalf of the Board, Commissioner Carruth presented a Certificate of <br />Recognition to Ms. Hinkle for her accomplishment in receiving the Ketner Award. <br />Ms. Sousley was not present for the meeting and will receive her certificate at <br />a later date. <br /> <br />(D) OLD BUSINESS <br /> <br />(D-l) Justice Center Pro~ect Monthly Progress Report <br /> <br /> Mr. Day reported that staff is working with Ware-Bonsall Architects to <br />develop a contract and scope of service for the Justice Center project. This <br />should be completed by the end of the week. <br /> <br /> Lieutenant Scott Hayworth, Jail Administrator, reported an average daily <br />jail population of 192.4 for the month of August. The average for 2003 is 194.4 <br />as compared to an average of 171 for the year 2002. <br /> <br />(E) CONSENT AGENDA <br /> <br /> <br />
