Day, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:35 p.m. <br /> <br /> Scouts Dillon Bentley and Douglas Lorance of Boy Scout Troop 38 from Poplar <br />Tent Presbyterian Church conducted the Flag Ceremony <br /> <br />Reverend Todd Kiger of the Concord Church of God gave the invocation. <br /> <br />(A) APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the minutes of August 11, August 18, <br />and August 25, 2003 as written. <br /> <br />(B) APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette and <br />unanimously carried, the Board approved the Agenda as submitted with the addition <br />of the following items: <br /> <br />(E-22) Proclamation - Employ the Older Worker Week (September 21-27, 2003) <br />(F-4) Hotel and Conference Center Incentive Grant Program <br />(F-5) Resolution Increasing the Hotel Occupancy Tax from 5 Percent to 6 Percent <br />(F-6) Update on the Animal Control and Preservation Task Force - <br /> Commissioner Carpenter <br />(G-2) Planning and Zoning Commission (Updated Listing of Applications on File) <br /> <br />(C) RECOGNITIONS AND PRESENTATIONS <br /> <br />(C-1) EMS Recognition Program - Recognition of Paramedic John Cooper <br /> <br /> Mr. Mike Downs, Public Safety Services Director, introduced Mr. David <br />Hampton, Emergency Medical Services (EMS) Director. <br /> <br /> Mr. Hampton recognized Paramedic John Cooper for his excellent service to <br />the citizens of Cabarrus County and his commitment to EMS. During the month of <br />May (National Stroke Month) and during off duty hours, Mr. Cooper taught over 400 <br />citizens the facts of ~Stroke Recognition" at 10 different locations in the <br />County. Mr. Hampton presented a Certificate to Mr. Cooper commending him for his <br />outstanding work. <br /> <br />(D) OLD BUSINESS <br /> <br />(D-l) Justice Center Project Monthly Progress Report <br /> <br /> Mr. John Day, County Manager, presented a brief update on the Justice Center <br />project and introduced Mr. Glen Ware of Ware Bonsall Architects. <br /> <br /> Sheriff Brad Riley reported an average daily jail population of 199.5 thus <br />far during the month of September. <br /> <br /> Mr. Glen Ware, Project Architect, presented a brief overview of the process <br />that will occur during the next several months on the Justice Center project. He <br />described the pre-design stage that will include the development of the jail <br />facility program, judicial master plan and site selection study. <br /> <br />(E) CONSENT AGENDA <br /> <br />(E-l) Budget Amendment - Department of Social Services (Economic Disaster Fund) <br /> <br /> <br />
