September 15, 2003 Page 235 The Board of Commissioners for the County of Cabarrus'met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, September 15, 2003, at 6:30 p.m. Present - Chairman: Robert M. Freeman Vice Chairman: Richard D. Suggs Commissioners: Carolyn B. Carpenter Robert W. Carruth Coy C. Privette Also present were Mr. John D. Day, County Manager; Mr. Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. Chairman Freeman called the meeting to order at 6:35 p.m. Scouts Dillon Bentley and Douglas Lorance of Boy Scout Troop 38 from Poplar Tent Presbyterian Church conducted the Flag Ceremony Reverend Todd Kiger of the Concord Church of God gave the invocation. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Commissioner Privette, seconded by Commissioner Carpenter and unanimously carried, the Board approved the minutes of August 11, August 18, and August 25, 2003 as written. (B) APPROVAL OF THE AGENDA UPON MOTION of Commissioner Carruth, seconded by Commissioner Privette and unanimously carried, the Board approved the Agenda as submitted with the addition of the following items: (E-22) Proclamation - Employ the Older Worker Week (September 21-27, 2003) (F-4) Hotel and Conference Center Incentive Grant Program (F-5) Resolution Increasing the Hotel Occupancy Tax from 5 Percent to 6 Percent (F-6) Update on the Animal Control and Preservation Task Force - Commissioner Carpenter (G-2) Planning and Zoning Commission (Updated Listing of Applications on File) (C) RECOGNITIONS AND PRESENTATIONS (C-1) EMS Recognition Program - Recognition of Paramedic John Cooper Mr. Mike Downs, Public Safety Services Director, introduced Mr. David Hampton, Emergency Medical Services (EMS) Director. Mr. Hampton recognized Paramedic John Cooper for his excellent service to the citizens of Cabarrus County and his commitment to EMS. During the month of May (National Stroke Month) and during off duty hours, Mr. Cooper taught over 400 citizens the facts of ~Stroke Recognition" at 10 different locations in the County. Mr. Hampton presented a Certificate to Mr. Cooper commending him for his outstanding work. (D) OLD BUSINESS (D-l) Justice Center Project Monthly Progress Report Mr. John Day, County Manager, presented a brief update on the Justice Center project and introduced Mr. Glen Ware of Ware Bonsall Architects. Sheriff Brad Riley reported an average daily jail population of 199.5 thus far during the month of September. Mr. Glen Ware, Project Architect, presented a brief overview of the process that will occur during the next several months on the Justice Center project. He described the pre-design stage that will include the development of the jail facility program, judicial master plan and site selection study. (E) CONSENT AGENDA (E-l) Budget Amendment - Department of Social Services (Economic Disaster Fund)
