March 11, 2002 Page 292 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session at the Cabarrus County Governmental Center in Concord, North Carolina <br />on Monday, March 11, 2002, at 5:00 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Suggs (part of the meetin9) <br /> <br />Tour of the Expo Site <br /> <br /> Chairman Freeman, Vice Chairman Carruth and Commissioners Fennel and <br />Privette traveled by van to the Expo site on Old Airport Road and Highway 49 <br />to view construction activity. Staff members on the tour included the <br />following: Mr. Frank Clifton, Jr., County Manager; Mr. John Day, Deputy <br />County Manager for Operations; Mr. Mark Chappuis, Expo General Manager; and <br />Mr. Mike Downs, Development Services Director. Also present were Mr. Richard <br />Rubin with THE CHARLOTTE OBSERVER (Cabarrus Neighbors) and Ms. Amy Wadsworth <br />with THE INDEPENDENT TRIBUNE. <br /> <br />Dinner Meeting with the Mecklenburg County Board of Commissioners <br /> <br /> After the visit to the Expo site, the Board met at 6:30 p.m. with the <br />Mecklenburg County Board of Commissioners and staff at the Union Street <br />Bistro, 48A Union Street, South, Concord. Commissioner Suggs joined the <br />Board during the dinner and was present for the remainder of the meeting. <br /> <br /> Mr. Clifton and Mr. Day were present for the dinner meeting along with <br />Mr. Michael R. Burgner, Attorney with Hartsell Hartsell & White, and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br /> The following members of the Mecklenburg County Board of Commissioners <br />were present: Chairman H. Parks Helms, Vice Chairman Becky Carney and <br />Commissioners Thomas Cox, Jr., Bill James, Norman A. Mitchell, Sr. Darrel <br />Williams, Ruth Samuelson, and Jim Puckett. Mecklenburg County staff members <br />present for the meeting included: Mr. Harry L. Jones, Sr., County Manager; <br />Ms. Marie Shook, Assistant Manager; Mr. Bobbie Shields, Assistant Manager; <br />Mr. Russell Crider, Deputy County Manager; and Ms. Janice Paige, Clerk to the <br />Board. <br /> <br /> Mr. Rubin (THE CHARLOTTE OBSERVER) and Ms. Wadsworth (THE INDEPENDENT <br />TRIBUNE) also attended the dinner meeting. <br /> <br /> Chairman Freeman called the meeting to order at 6:55 p.m. and welcomed <br />the Mecklenburg County Board of Commissioners to Cabarrus County. <br /> <br /> Chairman Helms expressed appreciation for the invitation to come to <br />Cabarrus County and for an opportunity to discuss regional issues that are <br />important to the citizens of both Mecklenburg and Cabarrus counties. <br /> <br /> Those present introduced themselves prior to the dinner. <br />general discussion by Board members and staff during the dinner. <br /> <br />There was <br /> <br /> Mr. Clifton presented a map showing the discrepancy in the boundary <br />between Cabarrus and Mecklenburg counties. Staff from both counties are <br />developing a recommendation for a new line that will avoid moving residents <br />from one county to another. This recommendation will be presented to the two <br />boards at a later date. <br /> <br />Recess of Meeting <br /> <br /> At 8:45 p.m., Chairman Freeman recessed the meeting for 30 minutes to <br />be reconvened in the Multipurpose Room at the Governmental Center. <br /> <br />Meeting at Governmental Center <br /> <br /> At 9:35 p.m., Chairman Freeman reconvened the meeting in the <br />Multipurpose Room at the Governmental Center. <br /> <br /> Present at that time were the five Board members, Mr. Clifton, Mr. Day <br />and Mrs. Bonds along with the following staff members: Mr. Don Cummings, <br />Human Resources Director; Ms. Pam Dubois, Assistant Finance Director; Mr. Jim <br />Cook, Social Services Director; and Social Services Staff Members Greg <br />Fields, Jeanne Dixon, James Polk and Sandra Russell. Mr. Wayne Trexler, <br />Chairman of the Social Services Board, was also present. <br /> <br /> <br />
