May 20, 2002 Page 348 <br /> <br /> The Board of Commissioners for ~he County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 20, 2002, at <br />6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:30 p.m. <br /> <br /> Boy Scout Troop 3 of First Presbyterian Church in Concord conducted the <br />Flag Ceremony. Scouts participating in the ceremony were Jake Ellis, Dan <br />Ellis, H. L. Ruth and Will Ruth. <br /> <br /> Reverend Billy Irvin of the Kerr Street United Methodist Church <br />delivered the invocation. <br /> <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Vice Chairman Carruth <br />and unanimously carried, the Board approved the minutes of April 15 and April <br />22, 2002 as written. <br /> <br />Approval of the Agenda <br /> <br /> Mr. Clifton listed the following changes to the Agenda: (1) Remove Item <br />C-1 (Recognition of Johnnie B. McGuire on Her Retirement from the Cabarrus <br />County Sheriff's Department); (2) Remove Item E-13 (Renewal of Contract with <br />Coach USA Transit Services for Transportation Services); and (3) Add Closed <br />Session for the following purposes: (a) North Carolina General Statute 143- <br />318.11(a) (5) - Consider the Acquisition of Real Property; and (b) North <br />Carolina General Statute 143-318.11(a) (3) - Consult with the County Attorney <br />in order to Preserve the Attorney-Client Privilege and for Discussion <br />involving Litigation. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs <br />and unanimously carried, the Board adopted the Agenda as amended. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Recognition Of Norris James on His Retirement from Cabarrus County Buildinq <br /> <br />Inspections <br /> <br /> Mr. Mike Downs, Public Safety Services Director, recognized Mr. Norris <br />James who retired on April 30, 2002 as the Lead Plumbing Inspector for <br />Cabarrus County. Mr. James began his employment with the County on April 1, <br />1973. On behalf of the Board, Mr. Downs presented a plaque to Mr. James in <br />appreciation for his service to Cabarrus County and its citizens. <br /> <br /> The Board congratulated Mr. James on his retiremen~ and expressed <br />appreciation for his service to Cabarrus'County. <br /> <br />Recognition of Pam Dubois for Receiving the Certificate of Achievement for <br />Excellence in Financial Reporting for the Comprehensive Annual Financial <br />Report for Cabarrus County and for Earning the Designation of Certified <br />Public Finance Officer <br /> <br />Recognition of Susan Fearrington for Receiving the Certificate of Achievement <br />for Excellence in Financial Reporting for the Comprehensive Annual Financial <br />Report for the Public Health Authority and for Earning the Designation of <br />Certified Public Finance Officer <br /> <br /> Mr. Blair Bennett, Deputy County Manager for Administration, recognized <br />Ms. Pam Dubois (Assistant Finance Director) and Ms. Susan Fearrington <br />(Accounting Operations Supervisor) for receiving the Certificate of <br />Achievement for Excellence in Financial Reporting for the Comprehensive <br />Annual Financial Report for Cabarrus County and the Public Health Authority <br />of Cabarrus County, respectively, for the fiscal year ended June 30, 2001. <br /> <br /> <br />
