June 17, 2002 Page 376 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session' in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, June 17, 2002, at <br />6:30 p.m. <br /> <br />Present - Chairman: Robert M. Freeman <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Arne L. Fennel <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Ms. <br />Marilyn Porter, Attorney with Hartsell & Williams, P.A.; and Mrs. Frankie F. <br />Bonds, Clerk to the Board. <br /> <br />Chairman Freeman called the meeting to order at 6:30 p.m. <br /> <br /> Explorer Post 510 of the North Carolina 51st Air Force ROTC Unit' at <br />Central Cabarrus High School conducted the Flag Ceremony. Members <br />participating in the ceremony were Adam Bowen, Matt Parker, Eric Stepanek and <br />Randall Packard. <br /> <br /> Reverend James Bowen of Mt. Olivet United Methodist Church delivered <br />the invocation. <br /> <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of May 13; May 20 and <br />June 3, 2002, as written. <br /> <br />A~proval of the Agenda <br /> <br />Mr. Clifton requested the followin9 changes to the Agenda: <br /> <br />Add to Consent Agenda: (E-17) Budget Amendment - Transportation <br />Planning; and (E-18) Authorize the Publication of Notice for and <br />the Scheduling of a Public Hearing on July 22, 2002, Regarding a <br />Recreational Facility (Cannon Memorial YMCA) to be Financed with <br />the Proceeds of Tax-Exempt Bonds to be Issued by the Cabarrus <br />County Industrial Facilities. and Pollution Control Financing <br />Authority. <br /> <br />Move Contract for Transportation Services (E-14) from the Consent <br />Agenda to New Business as Item F-4o <br /> <br /> Commissioner Suggs requested that the Board hear from those persons <br />present to address the Board concerning horse and livestock facilities at the <br />Expo after consideration of the FY 2003 Budget. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Suggs <br />and unanimously carried, the Board approved the Agenda with the changes <br />requested by Mr. Clifton and Commissioner Suggs. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Recognition of Judy Fisher on Her Retirement from the Cabarrus County <br />Department of Social Services <br /> <br /> Mr. Jim Cook, Social Services Director, recognized Ms. Judy Fisher on <br />her retirement from the Department of Social Services. Ms. Fisher began <br />employment on November 1, 1972 and retired on May 31, 2002. On behalf of the <br />Board, Mr. Cook presented a plaque to Ms. Fisher in appreciation for her <br />service to the citizens of Cabarrus County. <br /> <br />Board members thanked Ms. Fisher for her service to Cabarrus County. <br /> <br />Recognition of Cathie K. Straub on Receiving the Distinguished Budget <br />Presentation Award for FY 2002 <br /> <br /> Mr. John Day, Deputy County Manager for Operations, presented the <br />Distinguished Budget Presentation Award for Fiscal Year 2002 to Cathie Keller <br />Straub, Budget Officer.
