24 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the. Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center on Monday, February 19, 2001, at 6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Robert M. Freeman <br /> Coy C. Privette <br /> Richard D. Suggs <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Fennel called the meeting to order at 6:30 p.m. <br /> <br /> Girl Scout Junior Troop 492 of Rocky River Presbyterian Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony were <br />Elysha Desena, Kari Teague, Bristol Glass, Stephanie Rotundo, Juana Wagner, <br />Kelsey Hiemlech. <br /> <br /> Reverend Randy C. Clipp of Kerr Memorial Baptist Church stated the <br />residents of Cabarrus County had been shocked and saddened by the loss of <br />Dale Earnhardt, Sr., in a racing accident on February 18, 2001. Stating Mr. <br />Earnhardt was one of the greatest NASCAR drivers in history, Reverend Clipp <br />called for a time of silent prayer for the Earnhardt family and the entire <br />NASCAR community. <br /> <br />After the time of silent prayer, Reverend Clipp gave the invocation. <br /> <br /> Commissioner Privette read a letter from Mayor Ray Moss of Kannapolis <br />inviting the public to a memorial service for Dale Earnhardt at A. L. Brown <br />High School on Sunday, February 25, 2001. He stated the service would be held <br />to celebrate the remembrance of the life of Mr. Earnhardt who was a native <br />son of Kannapolis. <br /> <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the minutes of January 22, <br />February 2, and February 3, 2001, as written. <br /> <br />Approval of the A~enda <br /> <br /> Mr. Clifton asked for the addition of the following items to the <br />Agenda: New Business - (1) Service Contracts with the Town of Midland and (2) <br />Contract with Martin Boal Anthony and Johnson Architects for the preliminary <br />review of the Bethel, Odell and Aycock Elementary Schools; and Reports - (1) <br />Local impacts of the State's fiscal situation. <br /> <br /> Chairman Fennel added the following items to the Reports section of the <br />Agenda: (1) Cabarrus Economic Development Corporation Retreat; (2) <br />Countywide "visioning" or strategic planning process; and (3) Meeting with <br />The Ferguson Group, a lobbying organization. He also announced the <br />dedication ceremony for the new signage at Lake Don T. Howell would be held <br />on Friday, February 23, at 11:00 a.m. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Vice Chairman Carruth and <br />unanimously carried, the Board approved the Agenda with the addition of the <br />listed items. <br /> <br />OLD BUSINESS <br /> <br />Proposed Cabarzus County Emergency O~erations Plan - Mike Downs, Development <br />Services Director <br /> <br /> Mr. Mike Downs, Development Services Director, gave a brief overview of <br />changes that were made to the proposed Emergency Operations Plan since its <br />distribution to Board members in January. He stated the revisions were made <br />to recognize Midland as a municipality and to add the Town to the Plan <br />distribution list. <br /> <br /> UPON MOTION of Vice Chairman Carruth, seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the Cabarrus County Emergency <br /> <br /> <br />
