141 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, July 23, 2001, at <br />6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Robert W. Carruth <br /> Commissioners: Robert M. Freeman <br /> Richard D. Suggs <br /> <br />Absent - Commissioner: Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Fennel called the meeting to order at 6:30 p.m. <br /> <br /> Chairman Fennel expressed sympathy to the family of Dennis T. Mauney <br />who passed away unexpectedly on Friday, July 20, 2001. Mr. Mauney had served <br />in the County Development Services Department as Lead Fire <br />Inspector/Assistant Fire Marshal, County Safety Officer and Emergency <br />Management Technician since December 1997. <br /> <br /> Boy Scouts Ryan Hammill and Alex Kluttz of Boy Scout Troop 5 from Cold <br />Springs United Methodist Church conducted the Flag Ceremony. <br /> <br /> Reverend Thomas L. Smith of the Wil-Mar Park Baptist Church gave the <br />invocation. <br /> <br />APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Vice Chairman Carruth, Seconded by Commissioner Freeman <br />and unanimously carried, the Board approved the minutes of June 18, 2001 and <br />June 28, 2001 as written. <br /> <br />APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Suggs and <br />unanimously carried, the Board approved the Agenda as submitted with the <br />addition of a Closed Session to consider the acquisition of real property. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Proclamation - Recreation and Parks Month in Cabarrus County (July) <br /> <br /> Mr. Steve Little, Parks and Recreation Director, Presented a proposed <br />Resolution proclaiming July as Recreation and Parks Month in Cabarrus County. <br /> <br /> UPON MOTION of Commissioner Suggs, seconded by Commissioner Freeman and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />Resolution No. 2001-15 <br /> <br />July is Recreation and Parks Month <br /> <br /> Whereas, parks, greenways, and open space provide welcome respite from <br />our fast-paced, high-tech lifestyles while protecting and preserving our <br />natural environment, and <br /> Whereas, parks, playgrounds, nature trails, open spaces, community and <br />cultural centers, and historic sites make a community an attractive and <br />desirable place to live, work, play and visit and contribute to our ongoing <br />economic vitality, and <br /> Whereas, parks, recreation activities, and leisure experiences provide <br />opportunities for young people to live, grow, and develop into contributing <br />members of society, and <br /> Whereas, parks and recreation create lifelines and continue life <br />experiences for older members of our community, and <br /> Whereas, generating opportunities for people to come together and <br />experience a sense of community through recreational pursuits, and <br /> Whereas, park and recreation agencies provide outlets for physical <br />activities, socialization, and stress-reducing experiences, and <br /> <br /> <br />
