407 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina, on Monday, March 20, 2000, at <br />6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Coy C. Privette <br /> <br />Absent - Commissioner: Sue B. Casper <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Fennel called the meeting to order at 6:30 p.m. <br /> <br /> Girl Scout Cadet Troop 37 of the Cold Springs United Methodist Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony were <br />Cynthia Deese, Heather Nearhood, Bonnie Deal and Anna Jones. <br /> <br />Commissioner Barnhart gave the invocation. <br /> <br /> Chairman Fennel called for a moment of silence in memory of Mr. Allon <br />Small, son of Concord City Councilman Allen Small. <br /> <br />APPROVAL OR CORRECTION of MIAUJTES <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner <br />Privette and unanimously carried, the Board approved the minutes of February <br />21, 2000 as written. <br /> <br />APPROVAL OF THE AGENDA <br /> <br /> Chairman Fennel announced that Item F-7 ("Capping Related Issues" - <br />Presentation by the Cabarrus County Board of Education) had been removed from <br />the Agenda. He stated he would meet with the School Board Chair, School <br />Superintendent and the County Manager to discuss the issue. A discussion <br />about average daily membership (ADM) funding for schools replaced Agenda Item <br />F-7. Further, the following oral reports were added to the Agenda: (1) <br />Upset bid process for the old Harrisburg School property; and (2) Fair <br />Committee relative to the selection of an architect for the County Exposition <br />property. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the Board approved the Agenda as amended. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Resolution Honorinq the Central Cabarrus Hiqh School Basketball Team on <br />Winninq the State 3A ChampionshiD <br /> <br /> Mr. Scott Brewer, Head Coach of the Central Cabarrus High School <br />Basketball team, introduced team members who were present for the meeting. <br />On March 11, 2000, the basketball team won the State 3A Championship, which <br />was the first State basketball championship in the history of Cabarrus County <br />Schools. Team members were as follows: David Hardy, Doug Naumann, Mickey <br />Mickens, Clayton Russell, Jerimiah Buck, Stephen Knorr, Steve Shear, Jake <br />Roberts, Brian Duley, Maurice Stafford, Nathan Cranford, Jamar Wright, Daniel <br />Bagnasco and Quintin Thomas. <br /> <br /> Chairman Fennel presented the following "Resolution Honoring the <br />Central Cabarrus High School Vikings" to Coach Brewer and the basketball <br />team.
