423 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina, on Monday, March 27, 2000, at 6:30 p.m. <br /> <br />Present - Chairman: Arne Lo Fennel <br /> Vice Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Coy C. Privette <br />Absent - Commissioner: Jeffrey L. Barnhart <br /> <br /> Also present were Mr. Frank W° Clifton, Jr., County Manager; Mr. John <br />Day, Deputy County Manager for Operations; Mr. Jonathan Marshall, Planning <br />Services Director; Mr. Mike Downs, Development Services Director; and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Fennel called the meeting to order at 6:38 p.m. <br />Casper was out of the room for the beginning of the meeting. <br /> <br />Commissioner <br /> <br />Approval of the Aqenda <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette with <br />Chairman Fennel and Commissioners Privette and Carpenter voting for, the <br />Board approved the Agenda as submitted. <br /> <br />Resolution Designatinq Mike Downs, Emerqency Manaqement Coordinator, as the <br />County's Aqent to File an Application with the Federal Emerqenc¥ Manaqement <br />Aqency (FEMA) for Federal Disaster Assistance <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel with <br />Commissioners Privette and Carpenter and Chairman Fennel voting for, the <br />Board adopted the following Resolution. <br /> <br /> Resolution No. 2000-10 <br />Designation of Applicant's Agent <br /> RESOLUTION <br /> <br /> BE IT RESOLVED BY the Board of Commissioners of Cabarrus County, N. C., <br />that Mike Downs, Emergency Management Coordinator, is hereby authorized to <br />execute for and in behalf of Cabarrus County, a public entity established <br />under the laws of the State of North Carolina, this application and to file <br />it in the appropriate State office for the purpose of obtaining certain <br />Federal financial assistance under the Disaster Relief Act (Public Law 288, <br />93rd Congress) or otherwise available from the President's Disaster Relief <br />Fund. <br /> THAT Cabarrus County, a public entity established under the laws of the <br />State of North Carolina, hereby authorizes its agent to provide to the State <br />and to the Federal Emergency Management Agency (FEMA) for all matters <br />pertaining to such Federal disaster assistance the assurances and agreements <br />printed on the reverse side hereof. <br /> Passed and approved this 27tn day of March, 2000. <br /> <br /> /s/ Arne L. Fennel, Chairman <br /> Board of Commissioners <br /> <br />Award Contract for Carpet Replacement, Second Floor Courtrooms, to the Low <br />Bidder, Bradshaw-Hayes, in the Amount of $39,400.00 and Authorize the County <br />Manaqer to Siqn the Contract on Behalf of the County <br /> <br /> The following bids were received on March 16, 2000 for carpet <br />replacement for the Second Floor Courtrooms of the Cabarrus County <br />Courthouse. <br /> <br />Name of Contractor <br /> <br /> Bradshaw-Hayes, Inc. <br />Custom Interiors <br />'Flooring Solutions <br /> <br /> Bid <br />$39,400.00 <br />$43,260.00 <br />$42,800.00 <br /> <br /> Commissioner Casper returned to the meeting room and was present for <br />the remainder of the meeting. <br /> <br /> UPON MOTION of Commissioner Privette, seconded by Chairman Fennel and <br />unanimously carried, the Board awarded the contract for the carpet <br />replacement for the Second Floor Courtrooms to the iow bidder, Bradshaw- <br />Hayes, in the amount of $39,400.00, and authorized the County Manager to sign <br />the contract on behalf of the County. <br /> <br /> <br />
