499 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina, on Monday, July 24, 2000, at <br />6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Carolyn B. Carpenter <br /> Commissioners: Jeffrey Lo Barnhart <br /> Sue B. Casper <br />Absent - Commissioner: Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Fennel called the meeting to order at 6:30 p.m. <br /> <br /> Commissioner Barnhart gave the invocation and led the Pledge of <br />Allegiance. <br /> <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Carpenter <br />and unanimously carried, the Board approved the minutes of June 1, 12, 19 and <br />26, 2000 as written. <br /> <br />Approval of the Aqenda <br /> <br /> Chairman Fennel asked Commissioner Casper to give a report on the <br />recent National Association of Counties (NACo) Annual Conference. Also, he <br />stated the Board would schedule a recessed meeting on August 15th at 6:30 p.m. <br />to discuss a proposed project with Cannon Memorial YMCA officials. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the Board approved the Agenda as amended. <br /> <br />OLD BUSINESS <br /> <br />Cabarrus County Schools Administrative Complex <br /> <br /> On March 20, 2000, the Board received a proposal from Benderson <br />Property Development, Inc. and Stephen B. Goodman for the purchase of the <br />existing County Schools Administrative complex in the amount of $1,425,000.00 <br />and for the design and construction of a 67,300 square foot administrative <br />complex for the County Schools at a cost not to exceed $3,850,000.00. The <br />Board authorized the upset bid process at that time. The "Notice of Offer" <br />was published in THE CHARLOTTE OBSERVER and THE INDEPENDENT TRIBUNE on June <br />30, 2000. No upset bids were received. <br /> <br /> Mr. Clifton reviewed the upset bid process for the sale of the existing <br />school administrative complex and the construction of the new complex on <br />property located on Highway 49/01d Airport Road next to the County Exposition <br />Center site. Although the cost of the replacement complex is set at <br />$3,850,000.00, Mr. Clifton said the County will incur additional site testing <br />and grading costs at the Highway 49 site. He requested authorization to move <br />forward with the process and for the development of construction documents <br />associated with the project. The School Board will be asked to sign off on <br />the process. <br /> <br /> The Board acknowledged Mr. Hartsell's efforts in the enactment of <br />special legislation to allow the upset bid process for the sale of the <br />existing school administrative complex and the design-build construction <br />method for a new administrative complex. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Chairman Fennel and <br />unanimously carried, the Board authorized the County Manager and County <br />Attorney to enter into .Agreement(s) as required for the sale of the existing <br />Cabarrus County Schools Administrative Complex at the bid amount of <br />$1,425,000.00 (with required action of the School Board) and for the <br />development of appropriate Agreement(s) for the construction of a new 67,300 <br />square foot school administrative complex at a cost not to exceed <br />$3,850,000.00 (with required action of the School Board) per the Bid <br />submitted by Benderson Property Development, Inc., and Stephen B. Goodman, <br /> <br /> <br />
