541 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina, on Monday, October 16, 2000, <br />at 6:30 p.m. <br /> <br />Present - Chairman: Arne L. Fennel <br /> Vice Chairman: Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Fennel called the meeting to order at 6:30 p.m. <br /> <br /> Girl Scout Troop 226 of the Cold Springs United Methodist Church <br />conducted the Flag Ceremony. Scouts participating in the ceremony were <br />Heather Betters, Laura Blackwelder, Annie Canupp, Brooklyn Carpenter, Tiffany <br />Dudas, Andria Harkey, Whitney Hatley, Ashleigh Helms, Maggie Johnson, Abby <br />Lee, Stephanie Leigh, Sumner McBride, Jessica Morley, Katie Morris and Nicole <br />Stout. <br /> <br /> Reverend Harold Davis, Jr., of the Springdale Church of the Nazarene <br />gave the invocation. <br /> <br />Approval or Correction of Minutes <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes as written for <br />September 18 and 29, 2000 and October 2, 2000. <br /> <br />Approval of the Agenda <br /> <br /> Commissioner Barnhart asked that an item concerning the Coddle Creek <br />Reservoir be added to the Agenda. <br /> <br /> UPON MOTION of Chairman Fennel, seconded by Commissioner Privette and <br />unanimously carried, the Board approved the Agenda as amended. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Recognition of Cabarrus 4-H'ers as Part of the National 4-H Month Celebration <br /> <br />- Pamela C. Outen, Extension Agent, Family and Consumer Education <br /> <br /> Ms. Pamela C. Outen, Extension Agent, Family and Consumer Education, <br />gave a brief overview of the local 4-H Program and the celebration of October <br />as National 4-H Month. She recognized the following 4-H members on their <br />National 4-H Tabletop exhibits currently on display in the lobby of the <br />Governmental Center: First Place - John Wesley Goff, Junior Division (9-10 <br />year olds); Tommy Clark, Junior Division (11-12 year olds); Audrey Reynolds, <br />Senior Division (13-15 year olds); Second Place - Eden Lipe, Junior Division <br />(9-10 year olds); Daniel Outen, Junior Division (11-12 year olds); Allison <br />Goff, Senior Division (13-15 year olds); Third Place - Adele Harper, Junior <br />Division (11-12 year olds); Lauren Markey, Senior Division (13-15 year olds); <br />Fourth Place - Eric Calloway, Junior Division (11-12 year olds); Michael <br />Outen, Senior Division (13-15 year olds). She also recognized the following <br />4-H members who received honorable mention: Cloverbuds - Steven Blackley, <br />Kay Harper, Lindsay Munson, Andrew Calloway, Nikki Hill, Trevor Summerford, <br />Barbara Harper, Dustin Lipe, Susan Thomas; Juniors - Madison Nalbone; Seniors <br />-Ashely Clark and Charity Hill. Finally, Ms. Outen recognized representatives <br />from the five afterschool 4-H sites and the Junior Minutemen, Patriots and <br />Rimer 4-H Clubs. <br /> <br /> On behalf of the Board, Commissioner Carpenter presented a County lapel <br />emblem to each of the 4-H members who were present for the meeting. <br /> <br />CONSENT AGENDA <br /> <br />Award of Bid ($226,600) to Cloninger Ford, Inc. <br />Sheriff's Department Vehicles <br /> <br />for the Purchase of 11 <br /> <br /> <br />
