176 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, April 19, 1999, at <br />6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Brownie Troop 517 of Ail Saints Episcopal Church conducted the Flag <br />Ceremony. Scouts Julia Hoffman, Laura Jasmine, Hannah Liebel and Audrey <br />Seaford participated in the ceremony. <br /> <br />Reverend Tim Howard of the Concord Church of God gave the invocation. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of March 15 and March <br />29, 1999 as written. <br /> <br />ADproval of the Aqenda <br /> <br /> The following changes to the Agenda were requested: (1) Chairman <br />Barnhart - Remove Consent Item D-5 (Granting of Right-of-Way and Easement to <br />the City of Concord for the Odell School Waterline); (2) Mr. Clifton - Add a <br />closed session to consider school site selection; and (3) Commissioner Fennel <br />- Add a Fairgrounds Committee status report. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board approved the Agenda with the requested <br />changes. <br /> <br />CONSENT AGENDA <br /> <br /> Commissioner Fennel asked that the budget amendments for the following <br />items be removed from the Consent Agenda: (1) First year incentive grants; <br />(2) County School projects; and (3) Joint Funding with City of Concord for <br />turf improvements at Concord Middle and Eastside (W. M. Irvin) School/Park <br />Sites. Also, h? asked that the item concerning annexation of the School <br />property into the City of Concord be removed from the Consent Agenda. <br /> <br />Proclamation - County Government Week (April 18-24, 1999) <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter <br />and unanimously carried, the Board adopted the following Proclamation. <br /> <br />COUNTY GOVERNMENT WEEK <br />April 18 - 24, 1999 <br />PROCLAMATION <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />county government is one of the oldest forms of local government <br />in the United States; and <br />county government's primary concern is to assure that county <br />leaders provide information and encouragement to its citizens so <br />that together they can build strong sustainable communities which <br />nurture the economic, environmental and social well-being of all <br />citizens; and <br />Cabarrus County and the other county governments in North <br />Carolina play a key role in the governmental partnership as the <br />local provider and facilitator of important services for the <br />community; and <br />Cabarrus County and its employees provide a wide spectrum of <br />services to meet the needs of the public, including such programs <br />as health care, child and elder care, environmental protection, <br />social services, job training, parks and recreation, emergency <br />medical services and law enforcement; and <br /> <br /> <br />
