189 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, May 17, 1999, at <br />6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 p.m. <br /> <br /> Brownie Troop 241 of Cannon School conducted the Flag Ceremony. Scouts <br />Rebecca Kinney, Leslie Anne Rahilly, Courtney Sneed, Brittany Rumble and <br />Brianna Kunze participated in the ceremony. <br /> <br />Pastor Scott Davis of Pitts Baptist Church gave the invocation. <br /> <br />Approval of the Minutes <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of April 19, 1999 as <br />written. <br /> <br />Approval of the Aqenda <br /> <br />The following changes to the Agenda were requested. <br /> <br />Chairman Barnhart Remove Item D-6 (Adoption of Resolution <br />Establishing a Verifiable Percentage Goal for Participation by Minority <br />Business in the Awarding of Building Construction Contracts Pursuant to <br />N.C.G.S. §143-128) (Note: The Board approved a similar Policy in 1989.) <br /> <br />Mr. Clifton (1) Add termination date of June 30, 2002 to the Midland <br />Second Water Line Agreement (Item D-10); (2) Correct date in letter <br />from Mr. Ramsey Meiser to show the first incentive payment to the Mills <br />Corporation 30 to 45 days after June 30, 2001 (Item D-9); and (3) <br />Substitute documentation for several program agreements recommended by <br />the Cabarrus Juvenile Crime Prevention Council (Item E-6). <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the Board approved the Agenda as submitted with the <br />changes listed above. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Recoqnition of Retirees <br />a. Norris Barrlnqer - Sheriff's Department <br /> <br />b. Martha Smith - Tax Assessor's Department <br /> <br /> Sheriff Robert Canaday recognized Officer Norris Barringer who will <br />retire from the Sheriff's Department on May 18, 1999. Officer Barringer <br />began work with Cabarrus County on September 15, 1970. <br /> <br /> Ms. Melia Miller, Real Estate Appraiser, recognized Ms. Martha Smith on <br />her retirement from the Tax Assessor's Office. Ms. Smith began work part- <br />time as a List Taker on December 1, 1967 and retired on April 30, 1999 from <br />the Personal Property Division. <br /> <br /> On behalf of the Board, Commissioner Carpenter presented plaques to <br />Officer Barringer and Ms. Smith in appreciation for their service to Cabarrus <br />County and its citizens. <br /> <br />Staff Recoqnitions <br /> <br /> Mr. Clifton read a letter from the Government Finance Officers <br />Association of the United States and Canada (GFOA) announcing that Cabarrus <br />County had received the GFOA's Distinguished Budget Presentation Award for <br />its budget. Along with the award to the County, GFOA had also presented a <br />Certificate of Recognition for Budget Presentation to Ms. Cathie K. Straub, <br />Budget Officer. <br /> <br /> <br />
