219 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />recessed session in the Multi-Purpose Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Tuesday, May 25, <br />1999, at 7:00 p.m. <br /> <br />Present - Chairman: Jeffrey Lo Barnhart Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />John Day, Deputy County Manager for Operations; Mr. Don Moorhead, Human <br />Resources Director; Mrs. Cathie K. Straub, Budget Officer; and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br /> Chairman Barnhart called the meeting to order at 7:00 p.m. <br />Commissioner Carpenter was absent for the beginning of the meeting. <br /> <br />Information Technology Budget <br /> <br /> Ms. Jean Kennedy, Director of Information Technology (IT), <br />presented the requested IT-Programming budget. She advised that the <br />department is currently working with an architect to develop plans for <br />the future renovation of the IT work area. <br /> <br /> Mr. Steve Hicks, Assistant IT Director, presented the proposed <br />IT-Systems budget. <br /> <br /> Ms. Suzanne Boyd, GIS Coordinator, reviewed the budget request <br />for IT-Geographic Information Systems. <br /> <br /> Mr. Day gave a brief update on IT issues regarding tax <br />administration software. The Board by consensus gave Mr. Day <br />permission to proceed with efforts to resolve the problems. <br /> <br />Register of Deeds Budget <br /> <br /> Mr. Bill Ross, Register of Deeds, distributed statistics related <br />to the increase in the volume of documents recorded in his office. He <br />has requested an additional employee for FY 1999-2000 to meet the <br />increased workload. <br /> <br />Elections Budget <br /> <br /> Ms. Linda Grist, Elections Director, reviewed the requested FY <br />1999-2000 Elections budget. She reported that new voter equipment <br />would be a future issue since the current equipment is no longer <br />manufactured. <br /> <br /> Mr. Clifton asked Ms. Grist to begin preparation of information <br />to be included in a future Capital Improvement Plan concerning the <br />acquisition of voter equipment. <br /> <br />Library <br /> <br /> Commissioner Carpenter arrived at 8:15 p.m. and was present for <br />the remainder of the meeting. <br /> <br /> Mr. Tom Dillard, Library Director, presented an update on <br />renovations at the Concord library. He also reviewed the requested <br />budgets for the Concord, Kannapolis and Mt. Pleasant branches and the <br />budget for the partial year of operation of the Harrisburg branch. <br />Fundraising efforts continue for the new branch to be built in <br />Harrisburg. <br /> <br />Industrial Development Incentive Grant Program <br /> <br /> Mr. Clifton reviewed the proposed draft Cabarrus County <br />Industrial Development Program (dated May 25, 1999). He described the <br />changes from the current program, including the reduction in the level <br />of financial incentives available to new or expanding industries in the <br />county. Other changes included the following: the level of investment <br />required to participate has been raised for Level II grants; the time <br />period for all grants has been reduced as it applies to personal <br />property; rolling stock has been removed from consideration as personal <br /> <br /> <br />
