292 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, September 20, 1999, <br />at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L.. Barnhart Vice Chairman: Arne L. Fennel <br /> Commissioners: Carolyn B. Carpenter <br /> Sue B. Casper <br /> Coy C. Privette <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. <br />Fletcher L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk <br />to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br />Mr. Hartsell led the Pledge of Allegiance. <br /> <br /> The Reverend Fiona Bergstrom, Assistant to the Rector of Ail Saints <br />Episcopal Church, gave the invocation. <br /> <br />APPROVAL OR CORRECTION OF MINUTES <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Privette <br />and unanimously carried, the Board approved the minutes of August 30, 1999 as <br />written. <br /> <br />APPROVAL OF THE AGENDA <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the Agenda as submitted with the <br />following additions requested by Commissioner Fennel: (1) Presentation of a <br />Plaque from Concord Mills; and (2) A Resolution in Support of The Ten <br />Commandments. <br /> <br />RECOGNITIONS AND PRESENTATIONS <br /> <br />Recoqnition of Joan Hathcock, Retired Veterans Service officer - Lewis <br />Williams, Senior Veterans Service Officer <br /> <br /> Mr. Lewis Williams, Senior Veterans Service officer, recognized Ms. <br />Joan Hathcock who retired on June 30, 1999 as Veterans Service Officer. Ms. <br />Hathcock began work with Veterans Service on October 21, 1983. <br /> <br /> On behalf of the Board, Commissioner Fennel presented a plaque to Ms. <br />Hathcock in appreciation for her service to Cabarrus County. <br /> <br />Recoqnition of Michael L. Murphy, Aqinq Services Director, on Receivinq the <br />1998-99 Ralph W. Ketner Employee Productivity Award for the Lunch Plus Club <br />for Elderly Nutrition proqram - Blair Bennett, Deputy County Manaqe~ <br /> <br /> Mr. Blair Bennett, Deputy County Manager, recognized Mr. Michael L. <br />Murphy, Aging Services Director, on being named as a winner of the 1998-99 <br />Ralph W. Ketner Employee Productivity Award for the Lunch Plus Club in <br />Kannapolis. In partnership with the Kannapolis YMCA and through collaborative <br />efforts with other agencies, the Lunch Plus Club now serves over 200 <br />participants each day. Mr. Murphy received the Ketner award during the <br />recent Annual Conference of the North Carolina Association of County <br />Commissioners. <br /> <br /> On behalf of the Board, Commissioner Fennel presented a Certificate of <br />Commendation to Mr. Murphy. <br /> <br />Recoqnition of Deputy Sheriff Nevin Robinson on His Retirement from the <br />Sheriff's Department - Sheriff Robert Canaday <br /> <br /> Sheriff Robert Canaday recognized Deputy Sheriff Nevin Robinson on his <br />retirement. Officer Robinson joined the Cabarrus County Sheriff's Department <br />on December 29, 1982 and will retire on September 30, 1999. <br /> <br /> <br />
