468 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, January 20, 1998, at 6:30 P.M. The <br />meeting had been changed from Monday, January 19, 1998, due to the Martin Luther <br />King, Jr. holiday. <br /> <br />Present - Chairman: Sue B. Casper <br /> Vice-Chairman= Carolyn B. Carpenter <br /> Commissioners: Jeffrey L. Barnhart <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Casper called the meeting to order at 6:30 P.M. <br /> <br /> Girl Scout Junior Troop 262 of the Harrisburg Presbyterian Church conducted <br />the Flag Ceremony. Scouts Amanda Gloege, Rachel Estes, Laura Hagen and Kristin <br />Williams participated in the ceremony. <br /> <br /> Dr. E. Eugene Hunsinger of the First Baptist Church of Concord gave the <br />invocation. <br /> <br />Approval of the Minutes <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the minutes of December 4 and December 15, 1997 were <br />approved as written° <br /> <br />Approval of the A~enda <br /> <br />Mr. Clifton presented the following additions to the agenda: <br /> <br />Consent Agenda: <br />15. Equal Employment and Procurement Plan <br />16. Local Economic Benefit for Low and Very Low Income Persons <br /> Plan 1998 CDBG Program <br /> <br />New Business: <br />14. Closed Session to Discuss Pending or Threatened Litigation <br /> involving Philip Morris and Lake Concord Venture <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Board approved the agenda with the additions as listed <br />above. <br /> <br />RECOGNITIONS <br /> <br />Recognition of Superior Court Judge James C. Davis on His Retirement <br /> <br /> Chairman Casper recognized Superior Court Judge James C. Davis and family <br />members who were present for the meeting. <br /> <br />Mr. Hartsell presented the following Resolution to Judge Davis. <br /> <br />RESOLUTION NO. 1998-05 <br /> <br /> RESOLUTION <br /> HONORING <br />SUPERIOR COURT JUDGE JAMES C. DAVIS <br /> <br /> WHEREAS, Judge James C. Davis retired as Senior Resident <br />Superior Court Judge for the 19A Judicial District of the State of <br />North Carolina on December 31, 1997; and <br /> WHEREAS, Judge Davis served as Superior Court Judge since <br />November 28, 1977, having been initially appointed by Governor James <br />B. Hunt in 1977, elected by the citizenry in 1978 and re-elected in <br />1984 and 1992; and <br /> WHEREAS, Judge Davis presided over Superior Court in Cabarrus <br />County as well as in the other 99 counties in the State of North <br />Carolina with both firmness and fairness for 20 years; and <br /> <br /> <br />
