555 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Multi-Purpose Room at the Cabarrus County Governmental Center in <br />Concord, North Carolina on Thursday, April 2, 1998, at 6:00 P.M. <br /> <br />Present - Vice-Chairman: Carolyn B. Carpenter <br /> commissioners: Jeffrey L. Barnhart <br /> Kenneth Mills <br /> Dr. Franklin C. Niblock, Jr. <br />Absent - Chairman: Sue B. Casper <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Ms. Cathie <br />Keller-Straub, Budget Officer; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> Members of the Cabarrus County Board of Education and Kannapolis City <br />Board of Education were present for the meeting. Representing the Cabarrus <br />County Board of Education were Board Members Don Hoyle, Christine Lee and Wayne <br />Williams. Representing the Kannapolis Board of Education were Chairman Lee Efird <br />and Board members Danita Rickard and Millie Hall. Dr. Harold Winkler, County <br />Schools Superintendent, and Dr. Ed Tyson, Kannapolis Schools Superintendent were <br />also present along with staff members from each of the school systems. <br /> <br /> Vice-Chairman Carpenter presided in the absence of Chairman Casper and <br />called the meeting to order at 6:05 P.M. <br /> <br />Approval of the Aqenda <br /> <br /> Vice-Chairman Carpenter presented the following items for addition to the <br />agenda: (1) Approval of the Corning/BOC Community Development Block Grant- <br />Economic Development (CDBG-ED) Grant Agreement and related documents; (2) Budget <br />presentations by the two school boards; and (3) Consideration of a lease for the <br />new LIFE Center to be constructed adjacent to the Senior Center. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Niblock <br />with Commissioners Barnhart, Niblock and Mills and Vice-Chairman Carpenter voting <br />for, the Board approved the additions to the agenda as presented. <br /> <br />Approval of the Corninq/BOC CDBG-ED Grant Aqreement and Related Documents <br /> <br /> Mr. Clifton reported the North Carolina Department of Commerce had awarded <br />a Community Development Block Grant-Economic Development (CDBG-ED) program grant <br />in the amount of $1 million to assist in financing a second water line for the <br />Corning and BOC Group project in the Midland area. This funding will be used in <br />conjunction with County funding and the anticipated funding of $1 million by the <br />City of Concord to complete the total project estimated at a cost of $3 million. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills with <br />Commissioners Barnhart, Mills and Niblock and Vice-Chairman Carpenter voting for, <br />the Board approved the Corning/BOC Community Development Block Grant -- Economic <br />Development Grant Agreement and related documents and authorized the Chairman to <br />sign the appropriate documents on behalf of Cabarrus County. These documents <br />included the following: Grant Agreement (Grant No. 98-E-0483); Funding Approval; <br />Procurement Policy for the CDBG Grant Project; Community Development Code of <br />Conduct; Section 3 Plan for Employment Opportunities for Business and Low Income <br />Persons; Grant Project Budget Ordinance/Budget Amendment; Fair Housing <br />Resolution; Plan to Purther Fair Housing; Citizen Participation Plan and <br />Residential Anti-Displacement and Relocation Assistance Plan. <br /> <br /> Ordinance No. 1998-08 <br />GRANT PROJECT BUDGET ORDINANCE <br /> CORNING/BOC CDBG ED <br /> <br />BE IT ORDAINED by the Cabarrus County Board of Commissioners, that <br />pursuant to Section 13.2 of Chapter 159 of the General Statutes of <br />North Carolina, the following grant project ordinance is hereby <br />adopted: <br /> <br />Section 1. The project authorized is the Community Development <br />project described in the work statement contained in the grant <br />agreement 98-E-0483, between this unit and the North Carolina <br />Department of Commerce - Commerce Finance Center. This project is <br />more familiarly known as Corning/BOC CDBG ED Project. <br /> <br /> <br />
