75 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, April 23, 1996, at 5:00 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Franklin C. Niblock, Jr. <br />Absent - Commissioner: Kenneth Mills <br /> <br /> Also present were Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 5:00 P.M. <br /> <br />Additions to the Agenda <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board agreed to add the following items to the agenda. <br />(1) Proclamation - Volunteer Week in Cabarrus County - April 21 27, 1996; and <br />(2) Request for Permission to Use Outdoor Amplification at 5670 Morehead Road, <br />Harrisburg on Saturday, April 27, from 7:30 P.M. until 10:00 P.M. <br /> <br />NEW BUSINESS <br /> <br />Proclamation - Volunteer Week <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following Proclamation <br /> <br />CABARRUS COUNTY VOLUNTEER WEEK <br /> PROCLAMATION <br /> <br />WHEREAS, the citizen volunteer is one of the most valuable <br /> resources of Cabarrus County; and <br /> <br />WHEREAS, <br /> <br />volunteering of one's time, talents and energy has been <br />and continues to be an important part of the essence and <br />tradition of Cabarrus County; and <br /> <br />WHEREAS, <br /> <br />each day, citizen volunteers provide a variety of <br />services, including spending time with a nursing home <br />resident, helping a child in school, protecting the safety <br />of our citizens as a member of a volunteer fire department <br />or rescue squad, assisting with activities at an adult day <br />care center or delivering a meal to a homebound person; <br />and <br /> <br />WHEREAS, the volunteers in Cabarrus County thrive on helping others <br /> to improve their quality of life; and <br /> <br />WHEREAS, <br /> <br />it is the duty of all our citizens to honor our dedicated <br />volunteers and celebrate the volunteer programs which <br />contribute to the life of our communities throughout <br />Cabarrus County. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board <br />of Commissioners hereby proclaims the week of April 21 - 27, 1996 as <br />Volunteer Week in Cabarrus County and urges the citizens of Cabarrus <br />County to recognize this event and to participate by paying tribute <br />to the dedicated people who volunteer their services to help others <br />in Cabarrus County. <br /> <br />This the 23rd day of April, 1996. <br /> <br /> /s/ Jeffrey L.
