Barnhart <br /> Vice-Chairman: Arno L. Fennel <br /> Commissioners: Sue B. Casper <br /> Kenneth Mills <br /> Franklin C. Niblock, Jr. <br /> <br /> Also present wore Mr. Frank W. Clifton, Jr., County Manager; Mr. Fletcher <br />L. Hartsoll, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> Brownie Troop 100 of the Kerr Street United Methodist Church conducted the <br />Flag Ceremony. Members participating in the ceremony were Elizabeth Barnett, <br />Molly Murphy, Helen Grace Smith, Meredith Lambert, Elizabeth Price and Christina <br />McAdams. <br /> <br /> Reverend Cameron Ervin of the First Baptist Church in Mount Pleasant gave <br />the invocation. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the minutes of September 16, 1996 (Pages 162-172) were <br />approved as written. <br /> <br />Approval of the Agenda <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Casper and <br />unanimously carried, the Board approved the Agenda with the addition of a request <br />for a noise permit to the Consent Agenda. <br /> <br />NEW BUSINESS <br /> <br />Report on Hurricane Fran Relief Activities by the EMS S.T.O.R.M. Team Members <br />EMS Director Ron Harwood and Assistant Director David Hampton <br /> <br /> Emergency Medical Services (EMS) Director Ron Harwood and Assistant <br />Director David Hampton reviewed the function and history of the EMS Special <br />Tactical Operations Response Medics (S.T.O.R.M.) Team. <br /> <br /> Mr. Mike Penninger, S.T.O.R.M. team member, presented a video and described <br />the assistance that four team members provided to the Ponder County EMS during <br />the aftermath of Hurricane Fran. <br /> <br /> The Board recognized S.T.O.R.M. team members Jimmy Lentz, Mike Penninger, <br />Tracy Penninger and Jerry Kaminski for their work in Pender County on September <br />10-14, 1996. <br /> <br />Recognition of County EmployeeParticipation in the 1996 United Way Campaign <br /> <br /> Human Resources Officer Don Moorhead recognized Mr. Hank Grady, Home Health <br />Administrative Officer, for his efforts as Chairman of the 1996 County Employee <br />United Way Campaign. <br /> <br /> Mr. Grady reported the following statistics for the 1996 employee campaign: <br />67 more donors than in 1995; an overall participation rate of 43 percent; <br />$2,591.00 increase in total giving over 1995; and a total of $14,184.00 in <br />employee contributions. <br /> <br />Presentation Concerning the Upcoming Road Bond Issue Mr. George Higgins, <br />Treasurer of the Centralina Council of Governments and Mecklenburg County <br /> <br />Commissioner <br /> <br /> Mr. George Higgins, Treasurer of the Centralina Council of Governments and <br />Mecklenburg County Commissioner, presented information about the $950 million <br />road bond issue to be on the November 5th ballot. The road bonds will be paid for <br />by the existing gas tax and will provide the following: $150 million for <br /> <br /> <br />
