342 <br /> <br /> The Board of Commissioners for .the County of Cabarrus met in recessed <br />session in the Auditorium at the Cabarrus County Health Department in Concord, <br />North Carolina on Saturday, February 25, 1995, at 9:00 A.M. The meeting location <br />had been changed from the Multi-Purpose Room at the Governmental Center. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Commissioners: Sue B. Gasper <br /> Dr. Franklin C. Niblock, Jr. <br />Absent Vice-Chairman: Arne L. Fennel <br /> Commissioner: Kenneth Olio-Mills <br /> <br /> Also present were Mr. John V. Wttherspoon, County Manager; Mr. John Day, <br />Budget Officer/Area Manager; Mr.' Don Moorhead, Personnel Officer; and Mrs. <br />Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 9:00 A.M. <br /> <br />"Gabarrus County General Fund - Seven Year Analysis" <br /> <br /> Mr. Witherspoon distributed a report entitled "Cabarrus County General Fund <br />Seven Year Analysis" showing the impact of programs on County discretionary <br />revenues. He also presented charts showing the net changes in County funds use <br />and county employment compartng the years 1990 and 1995. The use of County funds <br />increased by $14.7 million with the following programs/departments accounting for <br />81 percent of the total increase: Public Schools, Department of Social Services, <br />Sheriff, and Coddle Creek Reservoir. <br /> <br />Discussion of Public Health Programs <br /> <br /> Dr. William F. Pilkington, Health Department, opened discussion of the <br />various programs and services provided by the Health Department. He pointed out <br />that Animal Control andthe Sanitary Landfill operate as separate departments and <br />have separate budgets. <br /> <br />Animal Control <br /> <br /> Ms. Jan Bryant, Animal Control Supervisor, presented an overview of the <br />Animal Control program justification. There was discussion relative to the <br />issuance of citations as well as the boarding costs for animals at the shelter. <br /> <br />Sanitary Landfill/Recycling <br /> <br /> Mr[ Bob Farris, Environmental Health Supervisor, reviewed the Sanitary <br />Landfill/Recycling program justifications. He discussed the low participation in <br />the curbside recycling program and expressed concern about the cost of the <br />program, specifically within the City of Kannapolis. <br /> <br /> Chairman Barnhart asked the Health Department staff to look at the current <br />recycling program, including the City of Kannapolis, and to make recommendations <br />to the Board regarding a more efficient and cost effective method of carrying out <br />the recycling program in the county. Other items discussed by the Board included <br />an increase in the number of local recycling collection sites and the possible <br />need for a recycling educator. <br /> <br />Public Health Department - Revenues/Expenditures <br /> <br /> Dr. Pilkington compared the FY 1990-91 Revenues and Expenditures to the FY <br />1995-96 Revenues and Expenditures for the Public Health Department. Revenues <br />from local tax dollars, grants, and fees totaled $2,599,887.00 for FY 1990-91 and <br />$3,995,180.00 for FY 1995-96. Expenditures for FY 1990-91 totaled $2,506,478.00 <br />and $4,124,692.00 for FY 1995-96. <br /> <br />Program Reports <br /> <br /> Department supervisors discussed the justification for each of the Public <br />Health programs. The items presented for the various programs included <br />information regarding the budget, legal authority, population served, program <br />impact, change in trends; and impact of reduced services.
