418 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, May 15, 1995, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Arne L. Fennel <br /> Commissioners: Sue B. Casper <br /> Dr. Franklin C. Niblock, Jr. <br /> Kenneth Olio-Mills <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Barnhart called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Scout Troop 482 of <br />Bethel United Methodist Church. Scouts participating were Alyshia Davis, Hailey <br />Bost, and Gyndal Russell. <br /> <br /> The invocation was given by Reverend Ken Savage of the Brookdale Baptist <br />Church. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Chairman Barnhart and <br />unanimously carried, the minutes of April 24 (Legislative Briefing), April 24 <br />(Recessed Meeting), May 1 (Recessed Meeting), and May 1, 1995 (Regular Meeting) <br />were approved as written. These minutes included pages 393-404. <br /> <br />Approval of Agenda <br /> <br /> Commissioner Casper requested that appointments to the Nursing Home <br />Community Advisory Committee be added to the agenda. Mr. Witherspoon asked that <br />a vacant Deputy Sheriff position be included in the request to waive the hiring <br />freeze for specific positions. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Fennel and <br />unanimously carried, the Board approved the agenda as submitted with the addition <br />of the Nursing Home Community Advisory Committee appointments and the request to <br />fill a vacant Deputy Sheriff position. <br /> <br />Commendation of Chairman Barnhart and Commissioner Fennel <br /> <br /> Commissioner Olio-Mills commended Chairman Barnhart and Commissioner Fennel <br />for their work on behalf of the Board in the successful negotiations with the <br />City of Concord for the merger of the water and sewer utilities. <br /> <br />NEW BUSINESS <br />groposed Addendum to the Midland Area Plan <br /> <br /> Commissioner Fennel reported that the Board is awaiting additional <br />information regarding the Midland Area Plan. Also, Commissioner Casper requested <br />additional time to have an opportunity to talk with the Planning and Zoning staff <br />regarding the recent Midland community meeting. She was out of town at the time <br />of that meeting. <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Olio-Mills and <br />unanimously carried, the Board tabled discussion of Agenda Item 5, Proposed <br />Addendum to the Midland Area Plan, until the second meeting in June. <br /> <br />Home and Community Care Block Grant Aging Funding Plan for Older Adults <br />A.
