84 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, April 18, 1994, at 6:30 P.M. <br /> <br />Present - Chairman: Jeffrey L. Barnhart <br /> Vice-Chairman: Carolyn B. Carpenter <br /> Commissioners: Sue B. Casper <br /> Arne L. Fennel <br /> Kenneth F. Payne <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br /> The Presentation of Colors ceremony was conducted by Junior Troop 37 of <br />Cold Springs United Methodist Church. Scouts participating included Elizabeth <br />Mock, Lauren Rush, and Christina Clement. <br /> <br /> The invocation was given by Reverend Sam Crisp of the Kannapolis Church of <br />God. <br /> <br />Approval of Minutes <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Carpenter and <br />unanimously carried, the minutes of April 4, 1994 were approved as written. <br /> <br />Additions to Agenda <br /> <br /> UPON MOTION of Commissioner Fennel, seconded by Commissioner Payne and <br />unanimously carried, the Board added the following items to the agenda: <br />Appointment to the Piedmont Area Mental Health Authority and an executive session <br />regarding industrial recruitment. <br /> <br />Executive Session - Industrial Recruitment <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board moved to go into executive session to discuss <br />industrial recruitment. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Payne with <br />Commissioners Carpenter, Payne and Casper and Chairman Barnhart voting for, the <br />executive session was adjourned. <br /> <br />No action was reported from the executive session. <br /> <br /> Commissioner Fennel left the meeting at the conclusion of the executive <br />session~ <br /> <br />NEW BUSINESS CONSENT <br /> <br />Proclamation - Organ and Tissue Donation Awareness Week <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter with <br />Commissioners Payne, Carpenter, and Casper and Chairman Barnhart voting for, the <br />Board adopted the following Proclamation. <br /> <br />PROCLAMATION <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS <br /> <br />today there are more than 32,000 ailing people <br />throughout the United States hoping for a second chance <br />at life through the donation of organs and tissue; and <br />North Carolina alone carries a waiting list of 900 <br />people who desperately need lifesaving tissue and organ <br />transplants; and <br />of the almost 2.2 million people who die in the United <br />States each year, as many as 25,000 could be qualified <br />organ donors; yet fewer than 4,900 people donated organs <br />and tissue during 1993; and <br /> <br /> <br />
