176 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners~ Meeting Room at the Cabarrus County Governmental <br />Center in Concord, on Tuesday, January 19, 1993, at 6:30 P.M. The meeting had <br />been rescheduled from Monday, January 18, due to the Martin Luther King holiday. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Vice-Chairman: Kenneth F. Payne <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher L. <br />Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board. <br /> <br />Chairman Carpenter called the meeting to order at 6:30 P.M. <br /> <br /> The Presentation of Colors ceremony was conducted by Boy Scout Troop 38 of <br />the Poplar Tent Presbyterian Church. Scouts participating were John McCabe, <br />Romney Sellars, Brett Frey, Davis Fitzgerald, John O'Daniel, John Shepherd, Greg <br />Williams, Kevin Lazarus, and Jacob Nerren. <br /> <br /> Reverend Matt Bates of the Kerr Memorial Baptist Church gave the <br />invocation. <br /> <br />NEW BUSINESS <br /> <br />Audit Presentation - Mr. Blair Bennett <br /> <br /> Mr. Blair Bennett, Finance Director, presented an overview of the Cabarrus <br />County Audit for the Fiscal Year ended June 30, 1992. <br /> <br />Community Development Block Grant (Economic Development) - Whitley Project <br /> A__~. Community Development Code of Conduct <br /> B__~. Procurement Policy - CDBG Grant Project <br /> C. Grant Project Ordinance <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Fennel and <br />unanimously carried, the Board adopted the following Cabarrus County Community <br />Development Code of Conduct and authorized Chairman Carpenter to sign the Code <br />of Conduct on behalf of Cabarrus County. <br /> <br /> CABARRUS COUNTY <br />COMMUNITY DEVELOPMENT CODE OF CONDUCT <br /> <br />HATCH ACT <br /> No employee or agent of the COUNTY may perform any function during work <br />hours that is considered political activity. This includes: soliciting votes, <br />transporting voters, distributing campaign materials, working on or developing <br />campaign materials, etc. <br /> <br />DISCRIMINATION <br /> No person shall, on the grounds of race, color, national origin, handicap, <br />or sex be excluded from participation in, be denied the benefits of, or be <br />subject to discrimination under any program or activity funded in whole or in <br />part with Community Development funds. <br /> <br />ENGAGEMENT IN PROCUREMENT <br /> No employee, officer, or agent of the COUNTY shall participate in the <br />selection or award of administration of a contract supported by federal funds if <br />a conflict of interest, real or apparent would be involved. Such a conflict <br /> <br />would arise when: <br /> a) <br /> b) <br /> c) <br /> d) <br /> <br />The employee, officer, or agent; <br />Any member of his immediate family; <br />His or her partner; or <br />An organization which employs or is about to <br />employ, any of the above, has a financial or <br />other interest in the firm selected for award. <br /> <br /> <br />
