229 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session at the Cabarrus .County Senior Center in Concord, North Carolina on <br />Monday, March 15, 1993, at 7:30 A.M. for a Legislative Goals Breakfast. <br /> <br />Present <br /> <br />Vice-Chairman: <br />Commissioners: <br /> <br />Kenneth F. Payne <br />Jeffrey L. Barnhart <br />Sue B. Casper <br />Arne L. Fennel <br /> <br />Absent - Chairman: Carolyn B. Carpenter <br /> <br /> Vice-Chairman Payne presided in the absence of Chairman Carpenter who had <br />been detained in Washington, D.C. over the weekend due to the snow storm. <br /> <br /> Members of the local legislative delegation present for the meeting were <br />Senator Fletcher L. Hartsell, Jr. and Representatives Tim Tallent and Robert <br />Hayes. <br /> <br /> Mr. John Witherspoon, County Manager, and representatives from the <br />municipalities and the two school boards presented legislative goals and concerns <br />to the delegation. Also, Ms. Debi Lee, Assistant Regional Ombudsman, spoke <br />regarding funding for the Ombudsman program; and Mr. Stan Welsh, member of the <br />Salisbury-Rowan Board of Education, addressed the proposed legislation for an <br />alcoholic beverage election in Kannapolis. <br /> <br /> Vice-Chairman Payne reconvened the recessed meeting of the Board of <br />Commissioners at 8:50 A.M. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Barnhart with <br />Commissioners Casper, Barnhart and Fennel and Vice-Chairman Payne voting for, the <br />Board moved to reconsider the decision regarding the major/minor configuration <br />for the youth baseball league as approved at the Board meeting on March 3, 1993. <br /> <br /> UPON MOTION of Commissioner Casper, seconded by Commissioner Barnhart with <br />Commissioners Casper, Barnhart and Fennel and Vice-Chairman Payne voting for, the <br />Board rescinded its action of March 3, 1993 to put the Parks and Recreation youth <br />baseball league program back to the way it was in 1992. <br /> <br /> There being no further business to come before the Board, the meeting was <br />adjourned at 8:52 A.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
