297 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, June 1, 1993, at 5:30 P.M. <br /> <br />Present - Chairman: Carolyn B. Carpenter <br /> Vice-Chairman: Kenneth F. Payne <br /> Commissioners: Jeffrey L. Barnhart <br /> Sue B. Casper <br /> Arne L. Fennel <br /> <br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Don <br />Moorhead, Personnel Director; Mr. John Day, Budget Officer; and Mrs. Frankie F. <br />Bonds, Clerk to the Board. <br /> <br />Requests by Non-Profit Organizations <br /> <br /> Mr. Dan McDonald, President of Historic Cabarrus, Inc., spoke in support <br />of the request for County funding in the amount of $10,000.00 to be used for the <br />operation of the Historic Courthouse. He noted that operating expenses total <br />from $11,000.00 to $12,000.00 each year with pending major expenses involving <br />heating system repair and roof replacement. <br /> <br /> Ms. Kareen Scott, Executive Director of Cabarrus Meals on Wheels, Inc., <br />spoke in support of that agency's request for County funding in the amount of <br />$30,650.00 or approximately 14 percent of the organization's budget. She stated <br />that the agency served 31,493 meals to 265 people in 1992. Meals are prepared <br />by Cabarrus Memorial Hospital at a cost of $3.57 plus tax per meal. <br /> <br /> Mr. Brian Weyeneth, Executive Director of the Concord Downtown <br />Redevelopment Corporation, spoke in support of that agency's request for <br />$15,000.00 in County funding. He explained that the Corporation works to promote <br />economic development in the downtown Concord area. <br /> <br /> Ms. Shirley McDonald, Executive Director of Hospice, requested the <br />continuation of annual County funding in the amount of $5,592.00. She explained <br />that Hospice, which provides terminal care to patients in their homes, served 114' <br />clients in 1992. <br /> <br /> Ms. Mary Margaret Flynn, representing the Cabarrus Victims Assistance <br />Network (CVAN) Battered Women's Program, thanked the Board for the County's <br />support in the past and asked for continuation of the $15,000.00 annual <br />appropriation to CVAN. The Program operates two shelters in Concord and assists <br />battered women and their children. <br /> <br /> Ms. Mary Phelps of the David M. Murdock Senior Center requested <br />continuation of County funding in the amount of $7,700.00 for the Center. She <br />explained the programs provided at the Center, including such activities as <br />dances, club meetings and exercise programs for seniors. <br /> <br /> Ms. Grace Mynatt, Chairman of the Board of Directors of the Cabarrus <br />Communities in Schools Program, spoke in support of $25,000.00 in County funding <br />for the Program. She reviewed such activities as the tutoring program at <br />Coltrane Webb School by Barber Scotia students and the Logan Community summer <br />program. Ms. Mynatt pointed out that the goal of the program is to provide the <br />help needed by those students who have been identified as "at-risk". <br /> <br /> Commissioner Barnhart stated that there is a three-year start-up process <br />for the Communities in Schools Program with original plans for the County to <br />pro'vide seed money for this three-year period. <br /> <br /> There was no one else present to address the Board regarding funding for <br />non-profit organizations. Chairman Carpenter closed that portion of the meeting <br />and recessed the meeting for a short period of time. <br /> <br /> Chairman Carpenter reconvened the meeting in the Commissioners' Conference <br />Room for continuation of the review of the proposed 1993-1994 County budget. <br /> <br /> <br />
