<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental
<br />Center in Concord, North Carolina on Monday, May 18, 1992, at 6:30 P.M.
<br /> Present - Chairman: Carolyn B. Carpenter
<br /> Commissioners: William G. Hamby, Jr.
<br /> Jeffrey L. Barnhart
<br /> Kenneth F. Payne
<br /> Absent - Commissioner: Billy J. Simmons, Jr.
<br /> Also present were Mr. John V. Witherspoon, County Manager; Mr. Fletcher
<br />L. Hartsell, Jr., County Attorney; and Mrs. Frankie F. Bonds, Clerk to the Board.
<br /> Chairman Carpenter called the meeting to order at 6:30 P.M.
<br /> The Presentation of Colors ceremony was presented by Cub Scout Pack 3 from
<br />the First Presbyterian Church. Scouts participating in the ceremony were Luke
<br />Belverd, Carson Blackwelder, Preston Porter, and Thomas Powell.
<br /> The invocation was given by Dr. Forbis Kivett of the First Wesleyan Church
<br />of Kannapolis, North Carolina.
<br /> Commissioner Barnhart announced that District Court Judge Clarence Horton
<br />would be presenting a program on colonial family life at the Cannon Memorial
<br />Library on Tuesday evening. He invited all to attend the program.
<br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with
<br />Commissioners Barnhart, Hamby, and Payne and Chairman Carpenter voting for, the
<br />minutes of May 4, 1992 were approved as written.

<br />UNFINISHED BUSINESS
<br />
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with
<br />Commissioners Payne, Hamby, and Barnhart and Chairman Carpenter voting for, the
<br />Board tabled "An Ordinance Requiring the Covering of Loads on Vehicles" until
<br />such time Commissioner Payne brings the item back to the Board for consideration.
<br /> Chairman Carpenter reported that Commissioner Simmons had requested that
<br />Item U-2, "Budget Amendment for Airport Settlement Funds", be removed from the
<br />agenda until such time the budget figures for Fiscal Year 1992-93 are available.
<br /> UPON MOTION of Chairman Carpenter, seconded by Commissioner Hamby with
<br />Chairman Carpenter and Commissioners Hamby, Barnhart, and Payne voting for, the
<br />Board tabled the "Budget Amendment for Airport Settlement Funds" until the budget
<br />figures for Fiscal Year 1992-93 are available.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhart with
<br />Commissioners Payne, Barnhart and Hamby and Chairman Carpenter voting for, the
<br />Board approved the request by Mr. Dale Cline, Managing Editor for THE CONCORD
<br />TRIBUNE, for the release of documents related to the airport litigation between
<br />Cabarrus County and the City of Concord. This included the itemized invoices
<br />for all attorneys and the work that was provided for these fees.

<br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with
<br />Commissioners Barnhart, Hamby, and Payne and Chairman Carpenter voting for, the
<br />Board approved the following budget amendment.
