12 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Thursday, January 10, 1991, at 4:30 P.M. <br /> Present - Vice-Chairman: Jeffrey L. Barnhart <br /> Commissioners: Carolyn G. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Absent - Chairman: Billy J. Simmons, Jr. <br /> Vice-Chairman Barnhart called the meeting to order at 4:30 P.M. and <br />presided in the absence of Chairman Simmons. <br /> Dr. Jesse B. Register, Superintendent of Cabarrus County Schools, presented <br />a copy of the "Report Card of Student Performance" for Cabarrus County Schools <br />as issued by the North Carolina Board of Education. He expressed pleasure that <br />the County Schools had received an "above average" rating. Also, Dr. Register <br />reviewed the Ten-Year Facility Plan for the Schools and outlined the Schools <br />Capital Improvements Program (CIP) requests for the next five years. He noted <br />that the CIP requests are expected to change upon completion of a comprehensive <br />review of the Facility Plan which is approximately three years old. The CIP <br />requests as presented by Dr. Register were as follows: <br /> <br />Project Title <br />Mt. Pleasant High - Renovations <br />R. Also present <br />was Mr. Mike Dyer, Student Intern from the Urban Institute of the University of <br />North Carolina at Charlotte. <br /> Dr. Ralph Johnston, Superintendent of Kannapolis City Schools, presented <br />the Kannapolis City Schools Five-Year Capital Improvement Program (CIP) requests. <br />He stated that the identification of additional capital project needs is <br />anticipated during the two educational studies currently being conducted in the <br />areas of middle school and preschool/kindergarten students.
