78 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners~ Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, on Monday, March 25, 1991, at 6:30 P.M. The <br />meeting had been rescheduled from March 18, 1991 due to the National Association <br />of Counties Legislative Conference which was held in Washington, D. C. on March <br />15-19, 1991. <br /> Present Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> Chairman Simmons called the meeting to order at 6:39 P.M. <br /> Also present was Mr. Michael M. Ruffin, County Manager, who recorded the <br />minutes in the absence of the Clerk. <br /> The invocation was given by Major Ron Dohmann of the Salvation Army. <br /> The minutes of the March 4, 1991 regular meeting were corrected to change <br />the word "case" to "cast" on Page 74, third paragraph of Rule 31. <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Barnhart <br />and unanimously carried, the minutes of the special meeting on March 4, 1991 <br />were approved as written and the minutes of the regular meeting on March 4, 1991 <br />were approved as corrected. <br /> Mr. Blair Bennett, Finance Director, presented the Cabarrus County Audit <br />for Fiscal Year 1989-1990. He reviewed the effect of the downturn in the economy <br />on County Government and specifically the shortfall in sales tax revenue and the <br />inventory tax credit revenue. <br /> <br />ZONING TEXT/ATLAS AMENDMENTS <br /> <br /> Chairman Simmons reported that there was a deficiency in the advertisement <br />for the public hearing for the proposed Zoning Atlas and Text amendments and <br />therefore no official action relative to the proposed amendments could be taken <br />on this date. The Board agreed to hear those persons who were present for the <br />meeting and to conduct the official public hearing on April 1. <br /> Dr. Nancy Randall, Chairperson of the Cabarrus County Planning and Zoning <br />Commission, presented each of the proposed amendments as recommended by the <br />Planning and Zoning Commission. Planning staff members Mike Byrd, Sue Russell, <br />and Jonathan Marshall reviewed the location of each of the areas proposed for <br />rezoning and presented the staff analysis for each of the proposed amendments. <br /> <br />ZONING TEXT AMENDMENT <br /> <br />Petition 91-01(t). Planning and Zoning Department. Section 8.1 and 8.4- <br />2. This amendment allows appointment of alternative members to the <br />Cabarrus County Planning and Zoning Commission. The Planning and Zoning <br />Commission voted 8-0 to approve this petition. <br /> <br /> There was no one present to speak either for or against the proposed <br />amendment. <br /> <br />ZONING ATLAS AMENDMENTS <br />1. Petition 91-01. Robert Faggart, Jr. off Fairbluff Road, Map/PIN 5548- <br /> 34-9448. Wishes to rezone from ARR to R-7.2. The Planning and Zoning <br /> Commission voted 7-1 to approve this petition. <br /> <br /> Mr. Rickie Dale Burris, owner of a mobile home in the Fairbluff Road area, <br />questioned the screening of the proposed addition to the mobile home park by <br />Mr. Faggart and the planned location of the driveway to the park. <br /> Mr. Robert Faggart, Jr., petitioner, spoke in support of the rezoning. <br /> Board members expressed no objections to Petition 91-01. <br /> <br />Petition 91-02. Robert & Avie McCoy, off Garmon Mill Road, Map/PIN 5554- <br />10-9718. Wishes to rezone from C-1 to I-1. The Planning and Zoning <br />Commission voted 7-1 to approve this petition. <br /> <br />There was no one present to speak regarding the proposed amendment. <br /> <br />Petition 91-03. Melvin and Ruby Bailey, off Berwick Court, Map/PIN 5600- <br />68-5831 and 5968. Wishes to rezone from R-40 to ARR. The Planning and <br />Zoning Commission voted 7-1 to approve this petition. <br /> <br /> <br />
