94 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Conference Room at the Cabarrus County Governmental <br />Center on Monday, April 8, 1991, at 3:00 P.M. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br />Chairman Simmons called the meeting to order at 3:05 P.M. Commissioner <br />Barnhart was absent for the beginning of the meeting. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Payne with <br />Chairman Simmons and Commissioners Payne, Carpenter, and Hamby voting for, the <br />Board authorized the purchase of the trailer and property from Ms. Patsy <br />Swartngen at a cost of $17,625.00 and authorized the County Attorney to execute <br />the necessary documents. This property is located adjacent to the Sanitary <br />Landfill and is the site of a methane gas problem. <br /> Commissioner Barnhart arrived at 3:25 P.M. and was present for the <br />remainder of the meeting. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />A RESOLUTION DECLARING THE MONTH OF APRIL <br />AS POULTRY MONTH IN CABARRUS COUNTY <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />The Honorable James G. Martin, Governor of the State of North <br />Carolina, has proclaimed April, 1991 as "North Carolina Poultry <br />Month," and urges citizens to recognize the importance of our poultry <br />food industry in our state; and <br />North Carolina's poultry industry represents a major agricultural <br />industry in our state, exceeding one billion dollars in cash receipts <br />for farm families. The poultry industry employs thousands of our <br />citizens and contributes significantly to the income of our farm <br />workers. Nutritious food is supplied to North Carolina families and <br />others around the world; and <br />North Carolina is the most diversified poultry producing state in <br />the nation, ranking first in turkey production, second in duckling <br />production, fourth in commercial broiler production, and eighth in <br />egg production; and <br />Concord Farms, Inc., with headquarters in Cabarrus County, has <br />economic impact in Cabarrus County and five other North Carolina <br />counties by contracting with fifty farmers and employing some four <br />hundred North Carolinians. <br /> <br /> NOW, THEREFORE, I, Billy J. Simmons, Jr., Chairman of the Cabarrus County <br />Board of Commissioners, do hereby proclaim the month of April, 1991 as POULTRY <br />MONTH IN CABARRUS COUNTY to coincide with the celebration of North Carolina <br />Poultry Month, and encourage all citizens to recognize the importance of the <br />poultry food industry in Cabarrus County. <br /> <br />This the 8th day of April, 1991. <br /> <br />/s/ Billy J. Seaford, Budget Officer, and Ms. Cynthia L. Eades, <br />Personnel Officer. The Five-Year Business Plan included the zero base budget, <br />expansion budget, and capital projects budget along with the revenue associated <br />with each and the necessary tax rate to fund each budget. Major items discussed <br />during review of the proposed Expansion Budgets for the Board of Commissioners <br />through the Recycling Budget were relative to personnel, new equipment requests, <br />and contributions to other funds. <br /> <br />Personnel: <br /> A number of recommended positions were deleted or moved to a later fiscal <br />year in the proposed Five-Year Business Plan. Such changes occurred in the <br />following departments: County Manager, Tax Collector, Assessor, Finance, <br />Register of Deeds, Emergency Medical Services, Fire Marshal, Planning and Zoning, <br /> <br /> <br />
