342 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, April <br />2, 1990, at 7:00 P.M. Prior to the meeting, the Board hosted a dinner at 5:30 <br />P.M. at the Governmental Center to honor students traveling to Russia. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Hinson <br />Matthew Nordan <br />Shane Story <br />Kevin Ward (Adult) <br /> <br />Phillip Wilson (Adult) <br /> <br /> Ms. Tina Loving, Chairperson of the Cabarrus County Board of Education, <br />reported that the Board of Education had approved the Fiscal Year 1990-1991 <br />Schools Current Expense Budget on this date and would be forwarding it to the <br />Board of Commissioners. She requested a meeting of the members of the Board of <br />Commissioners, Kannapolis Board of Education, and the Cabarrus County Board of <br />Education to discuss the Fiscal Year 1990-1991 budget requests. This meeting <br />is to be scheduled after April 20, 1990. <br /> <br />UNFINISHED BUSINESS <br /> <br /> The following rezoning petition which was deferred on March 26 due to the <br />absence of Commissioner MOss was introduced for discussion by the Board. <br /> <br />Petition 90-04. Arnold Suther, Old Concord-Salisbury Road, township <br />5, Map/PIN 5632-81-7877 and part of 5632-62-1070. Wishes to rezone <br />from R-30 to ARR. The Planning Board voted 3-1 to recommend <br />approval of this petition. <br /> <br /> Mr. Jonathan Marshall, member of the Planning staff, reported that the <br />Property Identification Number (PIN) for the property on which Mr. Suther <br />planned to construct an addition to his shop was not included on Petition 90- <br />04 and was therefore not advertised for rezoning. He explained that the <br />rezoning for this lot will be advertised and scheduled for a later meeting of <br />the Board. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Melvin with <br />Commissioners Moss and Melvin and Chairman Lentz voting for and Commissioners <br />Hamby and Simmons voting against, the Board approved Petition 90-04 by Arnold <br />Suther to rezone property on Old Concord-Salisbury Road, Map/PIN 5632-81-7877 <br />and part of 5632-62-1070, from R-30 to ARR. <br /> Appointments to the Community Based Alternatives (CBA) Task Force were <br />deferred until a later meeting. <br /> <br /> <br />
