377 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />sessionin the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina, on Monday, May 21, 1990, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> The invocation was given by Mr. Kirk Sams, Minister of the Kannapolis <br />Church of Christ. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and <br />unanimously carried, the minutes of April 16, 1990 were approved as written. <br /> <br />ZONING ATLAS AMENDMENTS <br /> Chairman Lentz announced that this was the date and hour for a public <br />hearing relative to proposed Zoning Atlas Amendments. Dr. Nancy Randall, <br />Planning Board Chairman, presented each of the amendments as recommended by the <br />Planning Board. Mr. Jonathan Marshall, Planning staff member, reviewed the <br />location of each of the areas proposed for rezoning and presented staff findings <br />for each of the requested amendments. Public input was received relative to each <br />of the proposed amendments. <br /> <br />(1) <br /> <br />Petition 90-06. Billy Plummer, end of Burlwood Road, township 1, Map/PIN <br />5526-14-4357. Wishes to rezone from ARR to R-30. The Planning Board <br />tabled this petition to the May 21, 1990 Commissioners meeting. <br /> <br /> Mr. Billy Plummer, petitioner and resident of 1507 Burlwood Road, and Mr. <br />Don Dieson of Broadway & Knox Realty, spoke in support of the rezoning which <br />would reduce the required lot size and permit the development of a mobile home <br />subdivision. Arguments in favor of the rezoning request included the location <br />of existing mobile homes in the area, the suitability of the area for the R-30 <br />zoning, lack of through traffic in the area, and the site's convenient location <br />to Concord. <br /> Persons speaking in opposition to the proposed rezoning included the <br />following. <br /> <br />Mr. Bill Proctor Resident of Monterosa Subdivision which is located <br /> adjacent to the property proposed for rezoning <br />Ms. Elva Motley 9532 Lower Rocky River Road, Concord <br />Mr. James Scarbrough - Attorney representing residents of the area opposed <br /> to the rezoning <br />Mr. Jack Barefoot - Burlwood Road, Concord <br />Ms. Kay Blosser 1206 Burlwood Road, Concord <br />Mr. Ross McKinnon Morrison, III <br />Miss Sheila Hamer - 1413 Burlwood Road, Concord <br />Ms. Shirley Hamer - 1413 Burlwood Road, Concord <br /> <br /> Arguments against the proposed rezoning included the following: opposition <br />to an additional mobile home park containing'single wide mobile homes; desire <br />for quality growth in the area; potential threat to current property values; <br />placement of additional burden on the schools; inadequacy of Burlwood Road to <br />serve the proposed development and creation of traffic problems for other roads <br />in the area; possibility of spot zoning; area best suited for large lots; <br />incompatibility with County's Land Development Plan; and the discharge from a <br />private sewage treatment plant on the property into a creek which runs along the <br />Harris Dairy Farm, a major dairy supplier in North Carolina. <br /> There being no one else to speak either for or against the proposed <br />rezoning, Chairman Lentz closed the public hearing for Petition 90-06. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board denied Petition 90-06 by Billy Plummer to rezone <br />property on Burlwood Road from ARR to R-30 as recommended by the Planning board. <br /> <br />(2) <br /> <br />Petition 90-08 Wesco Signs, Inc., as petitioner for Mrs. J. J. Kerr, Mrs. <br />H. E. Hollingsworth, and Mr. J. W. Parks, end of Biscayne Drive, township <br />4, Map/PIN 5601o34-0805 and part of 5601-24-5401. Wishes to rezone from <br />A-I to I-1. The Planning Board voted 4-0 to approve this petition. <br /> <br /> Mr. Mitchel Messer and Mr. David Catchpole, owners of Wesco Signs, spoke <br />in support of the rezoning to allow for the design, manufacture, installation, <br />and storage of electrical signage. <br /> <br /> <br />
