7. Directory Siqn - A secondary sign on which the names and locations of occupants or the use of a building or property is identified. 8. Ground Mounted Siqn - A sign which extends from the ground or which has a support which places the bottom thereof less than 2 feet from the ground. 9. Government Siqn - Any temporary or permanent sign erected and maintained for any governmental purposes. 10. Festoon - For the purposes of this ordinance, a festoon is a decorative strip hanging between two points, but not including holiday decorations. For example, triangular pennants or lights hanging on a continuous strip. lt. Flaq - A piece of durable fabric of distinctive design attached to a permanent pole, that is used as a symbol or decorative feature. 32. Flashinq Siqn - A sign that uses an intermittent or flashing light source to attract attention. 13. Identification Siqn - A sign which displays only the name, address, and/or crest, or insignia, trademark, occupation or profession of an occupant or the name of any building on the premisee. t4. IIluminated Siqn - A sign either internally or externally illuminated. 15. Incidental Sig~ - Small signs, emblems or decals identifying or advertising associated goods, products, services, or facilities available on the premises. Such incidental signs include, but are eot limited to, information related to credit cards accepted, brand names, price signs, or hours of operation. 16. Memorial Siqn or Plaque - A sign designating names of buildings and/or date of erection and other items such as architect, contractor, or others involved in the building's creation, cut into or attached to a building surface. 17. Non.commercial Siqn - A sign that publishes noncommercial speech, which is any speech not classified as commercial speech. 18. Nonconforminq Siqn - Any sign which was lawfully erected in compliance With applicable dodo provisions and maintained prior to the effective date of this ordinance, and which fails to conform to all applicable standards and restrictions of this ordinance.
