<br />following changes: Reduce Consultant (Line Item 155) to $3,000.00; Reduce
<br />Travel (Line Item 610) to $15,000.00; and Reduce Dues and Subscription (Line
<br />Item 630) to $34,600.00. The reduction to the Dues and Subscription line item
<br />included the deletion of the membership for both the Concord-Cabarrus County
<br />Chamber of Commerce and the Kannapolis Chamber of Commerce.
<br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby with
<br />Chairman Simmons and Commissioners Hamby, Barnhart and Carpenter voting for, the
<br />Board approved the Revenue budget for the Sherifffs Department as recommended.
<br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart with
<br />Chairman Simmons and Commissioners Barnhart, Carpenter and Hamby voting for, the
<br />Board approved the Sherifffs Department budget as recommended with the following
<br />reductions: Reduce Office Supplies (Line Item 301) to $26,000.00; Reduce
<br />Printing and Binding (Line Item 320) to $4,000.00; Reduce Uniforms (Line Item
<br />340) to $31,500.00; Reduce Telephones (Line Item 420) to $28,700.00; and Reduce
<br />Travel (Line Item 610) to $15,500.00.

<br />Board approved the Sheriff/Jail budget as recommended by the County Manager with
<br />the deletion of the kitchen service position and with the following reductions:

<br />(Line Item 420) to $2,000.00; and Reduce Dues and Subscriptions (Line Item 630)

<br />Board approved the Emergency Services Revenue Budget as recommended.

<br />Board approved the Emergency Management budget as recommended with the following
<br />changes: Reduce Autos and Trucks Maintenance (Line Item 520) to $500.00 and
<br />Reduce Travel (Line Item 610) to $700.00.

<br />Board approved the Emergency Medical Services budget as recommended with the
<br />following changes: Reduce Office Supplies (Line Item 301) to $400.00; Reduce
<br />Printing and Binding (Line Item 320) to $800.00; Reduce Postage (Line Item 325)
<br />to $100.00; Reduce Automotive Supplies (Line Item 345) to $26,000.00; Reduce
<br />Janitorial Supplies (Line Item 394) to $150.00; Reduce Building and Ground
<br />Maintenance (Line Item 501) to $500.00; Reduce Travel (Line Item 610) to
<br />$3,000.00; and Reduce Dues and Subscriptions (Line Item 630) to $200.00.

<br />Board approved the Kannapolis Library budget as recommended with the following
<br />changes: Reduce Travel (Line Item 610) to $400.00 and reduce Equipment and
<br />Furniture (Line Item 860) to -0-.
<br /> Chairman Simmons introduced discussion of the possible transfer of funds
<br />from the Schools Capital Outlay budget to the Current Expense budget. He
<br />explained that this would involve making a 33.9 per cent cut across the board
<br />for both Cabarrus County and Kannapolis City Schools and would give a total
<br />savings of approximately $641,259.00.
<br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart with
<br />Chairman Simmons and Commissioners Barnhart, Carpenter and Hamby voting for, the
<br />Board moved to reduce the Capital Outlay appropriation for both school systems
<br />by a total of 33.9 percent and to then properly allocate those funds on an
<br />Average Daily Membership (ADM) basis to both the Cabarrus County Schools and
<br />Kannapolis City Schools.
<br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Hamby with
<br />Commissioners Barnhart and Hamby and Chairman Simmons voting for and
<br />Commissioner Carpenter voting against, the Board moved to put $8,000.00 back in
<br />the Greater Cabarrus County Economic Development Corporation budget as the
<br />Corporation has already moved to a new facility. The Board further approved the
<br />Corporation's budget in the amount of $76,179.00 as recommended by the County
<br />Manager.
