<br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Casper with
<br />Commissioners Carpenter, Barnhart and Niblock and Chairman Casper voting for, the
<br />Board adopted the following Resolution.

<br /> A RESOLUTION RELATIVE TO THE
<br />1998-1999 SECONDARY ROAD CONSTRUCTION PROGRAM
<br /> FOR CABARRUS COUNTY
<br />
<br />WHEREAS, the North Carolina Department of Transportation has
<br /> submitted a proposed Secondary Road Program in the
<br /> amount of $1,108,682.00 for Cabarrus County for the
<br /> 1998-1999 Fiscal Year; and
<br />WHEREAS, representatives of the Department of Transportation in
<br /> accordance with North Carolina General Statute 136-44.8
<br /> met with the Board of County Commissioners at a regular
<br /> meeting of the Board on April 20, 1998, at 6:30 p.m. in
<br /> the Commissioners' Meeting Room at the Cabarrus County
<br /> Governmental Center in Concord, North Carolina, in order
<br /> to present to and discuss with the Board and other
<br /> citizens present the proposed 1998-99 Secondary Road
<br /> Program; and
<br />WHEREAS, North Carolina General Statute 136-44.8 provides that
<br /> the Board of County Commissioners, after the
<br /> presentation and discussion of the annual Secondary Road
<br /> Program, may concur with the program as proposed.
<br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the
<br /> County of Cabarrus that said Board does concur with the 1998-
<br /> 1999 Secondary Road Program as presented by the North Carolina
<br /> Department of Transportation and recommend that the Board of
<br /> Transportation adopt the proposed program for Cabarrus County.

<br />Presentation of the 1997 Annual Report for the Nursinq Home and Adult Care Home
<br />Community. Advisory Committees - Ms. Linda Miller, Reqional Ombudsman
<br />
<br /> Ms. Linda Miller, Long Term Care Ombudsman with the Centralina Council of
<br />Governments, presented the 1997 Annual Report for the Cabarrus County Nursing
<br />Home Community Advisory Committee and the Adult Care Home Community Advisory
<br />Committee. She highlighted portions of a written report of the two committees
<br />and gave a brief overview of the program.

<br /> On behalf of the Board, Chairman Casper expressed appreciation to each of
<br />the volunteers who serve as members of the two committees.
<br />
<br />Update on Household Hazardous Waste Collection Day - Mr. Dave Goff, Cooperative
<br />Extension Aqent, and Mr. Rick Payne, Solid Waste Supervisor
<br />
<br /> Mr. Dave Goff, Cooperative Extension Agent, and Mr. Rick Payne, Solid Waste
<br />Supervisor, reviewed plans for the Household Hazardous Waste Collection Day to
<br />be held on Saturday, April 25, 1998, at the Fairgrounds. A variety of household
<br />hazardous waste, including paints, kitchen cleaners, pesticides, batteries, etc.,
<br />will be accepted at no charge from County residents. Also, Greenline Products
<br />will sell composting bins at a cost of $35.00 to promote home composting.
